Nibley City Council- 07/10/25

April 10, 2026complete

Meeting Summary

- The council approved the June 18 and June 26 meeting minutes and then heard a brief public comment thanking the city for the street sweeper service on Cork Circle Drive. - The Planning Commission’s recommended amendments to the RM mixed residential zone were discussed at length, including new acreage limits, updated density standards, mixed-use requirements near highways/arterials, garage orientation rules, and changes to open-space/amenity requirements. - Council members approved an amendment requiring any fee-in-lieu for open space or amenities to be approved by City Council as part of a development agreement, ensuring more public review and council oversight. - The council advanced the RM zoning ordinance on final passage after discussion about balancing flexibility for development with preserving neighborhood compatibility and aligning the zone with the future land use plan. - The council approved first reading of the Utah Trail Network agreement, but flagged major concerns about maintenance responsibility, design input, liability, and whether Nibley residents would have to cross Highway 165 to access the trail. - Staff and council agreed that the trail agreement needs further negotiation before second reading, especially to ensure Nibley has meaningful access and that maintenance responsibilities are fairly divided with Providence and other jurisdictions. - The council approved a resolution authorizing notice and a public hearing for a $3.5 million drinking water loan to help finance a new water well, and asked staff to include plain-language educational material in the mailed notice to residents. - The council approved the protected easement and related resolution for the park/wetland project tied to the Utah ladies’ tresses habitat, allowing the city to move forward with permitting and construction while meeting federal environmental requirements. - Staff reported on several infrastructure projects, including the 3200 South crossing, 10th West work, and upcoming closures; they also said the park project could move ahead this fall if permitting stays on schedule. - In staff and council reports, members discussed a possible city service day organized with a local resident and church volunteers, and the council also reviewed upcoming trainings and conferences.
