week. I guess the school schedule is just getting a more volume search for that. So I'll be down to one, two hours a day for those. And these are the young ones that can't drive, so we'll have to shut them. But things are slowing down for a couple weeks, and then it's gonna pick back up because the leaves just start falling. We've started Justin and Steve have asked me to start blowing that sprinklers about a month early. He should have stopped like, stopped losing it much water. So we've started with stormwater ponds, and then we'll proceed with the bigger parts towards the October, which is about normal, depending on weather. And then we've been helping with quite a bit of support with Chad and their events the last few weeks trying to get them set up with things. And as always, my to do list is way too long. Get down. And then we're working on our fall, weed spraying, aerating, fertilizing, get things ready for a while. So I found that it's the most effective for my weeds for it in the fall because of all the perennial weeds. I can wipe them out in the fall, and then it gives me a little more time in the spring to do other things before I have to pick spring for the ones that germinate in the spring and so it's come up. Because a lot of your dandy onions are really not craving anything. These are not all of them are producing falls. So and then aerating, we found out that back here is very hard. I could only get my aerator aerator in about three inches in a really soft spot. Most functions only go in about an inch and a half.

two weeks ago, we had the National Day of Service project. One of the projects was we planted floating on trees down at the discourse. Here's some of the participants. There were about thirty, thirty five people that showed up down there. I was told Becky had roughly thirty, thirty five people there. Firefly, I don't know too sure.

Thanks for letting me come and talk at you for a little bit. Just to give you a couple updates, just wanted to go through a few different things. It'd be a little bit quick fire, but happy to answer any questions as well you have. So first and foremost, just wanted to remind you about the Nibley FIT, volunteer position that's open now. So if you know of anybody that would be interested or willing to be a TA or Nibley FIT instructor, they by doing that, they will get an automatic free Nibley FIT pass for the year as well as each quarter. Just like serving on this committee, they don't have a free entry to a race or a youth sports registration. So if you know somebody, please pass the word along. That is a good question. I am not a 100% sure. I think so. Yes. I believe that is the case with it, but that's a good point. So I would I would say yes, but I'm also not a a 100% sure on this. So so moving forward, these next few slides, just things I know that, Chad brings us up on a frequent basis just to let you know how we're growing with our youth sports programs. It's cool to see over the past several years just where we're at. This is fall soccer, and, again, we're continuing to grow. Fall soccer is definitely a lot smaller than our spring soccer program, but that's been the case just as long as I've been told. So I guess it's going out of that. And then for flag football, also growing there as well. We were curious how, things may impact us with just the promotion with the Friday night flight that's going on and also hiring with their hiring and running manager, but we're still growing and participating. It's people excited to have the kids be able to come and and play in in the sport. So, yeah, there's a quick little report for you for fall sports that continue to grow. So is that I I heard it. So we know that the the good thing that this brings by doing these surveys is we know that if we start doing a program, there's enough interest that we can make the program work. So it's really cool to see this, response as well, for these different programs, and we're excited to see how how this is gonna look moving forward. Forward oh, these are just a little bit more in-depth look for the youth survey. So if you're curious on where the ranking was for some of the other programs that was indicated as well, but, alright. And the next one for the adult programs, again, just moving forward and just seeing some of the interest with this. We did the adult coed volleyball. So, yep. Scarecrow fun run was this past Saturday. It was great great event. It was a little early than what we've done in the past, but we got a good response. The registration and the participation was not right where it was yes last year. So definitely wasn't a huge gap in there, but not as high of of participation the year before. We attribute that probably because we were also competing with the Logan marathon, that same day as well as, some different high school homecomings that were happening as well. So so there's some impact there that we're anticipating and why. So things just take forward, but it was a great event. It's fun. I think that was the fastest cleanup that we were out of there that we ever had with that race. It was pretty nice. We're done by 11:30 in the morning. Okay. Excellent. So this is a presentation that we shared with the steering committee. It's very much a work in progress, but we wanted to share it with you guys just so that you can see the direction that the project is going and the conversations that are being had as the countywide study progresses. And Chad did want me to share some of the market analysis because, again, I think it's resulted in some good recommendations that align with the work that's happening on the South Valley Recreation Center as well. So for the presentation, we've got, again, an update on the countywide market analysis, the discussion around recommended facilities from a countywide perspective, some potential locations and amenity distributions that are being considered, and then next steps, both for the county study as well as conversations, with you all for the Nibley or the South Valley study. So for the county study, of course, we were looking at the sports and recreation market for the entirety of Cache County and, again, about a population estimate of around a 147,000 people. And it was important to note here that Logan is the single largest city with a population of just over 58,000 people. And so it's important to recognize that population density or center from the county perspective. There was an analysis done of the recreation facilities that were available both public and private, and there are a broad range of interesting facilities within the county that are some level of public partnership. And so the Smithfield Recreation Center is a partnership between Smithfield and Cache County School District. There's the Logan Community Recreation Center, which is, again, a partnership between Logan City and the school district Logan School District. There's the Hanson Family Sports Complex, which is an interesting partnership between North Logan and the Hanson family, and then the Eccles Eye Center, which is really a community facility that's getting it has partnerships with a nonprofit, with the county, with North Logan, with some other communities. So, again, broad partnerships to to help operate that facility. And then there are we did note some additional facilities, Cache County Senior Center, Cache County Event Center. Even though they're not traditional recreation facilities, they are community available facilities. And then there's the Elite Hall as well as the Smithfield Civic Center. So, again, a broad range of of facilities that have interesting levels of partnerships and then, of course, a good range of private recreation facilities. And then it was also good to note that there are four pool facilities available in the county. So there's the Logan Aquatic Center, the Mountain Crest High School, Skyview High School, and then the pool at the USU. We also did just a high level drive time analysis out of curiosity to start to understand how these facilities might be serving the county or not. And what we heard, pretty loud and clear in both our South Valley survey and our countywide survey is that people really don't wanna drive further than fifteen minutes to get to a recreation facility. So out of curiosity, we looked at a fifteen minute drive time from the Hanson Family Sports Complex, and you can see that that actually encapsulates quite a bit of Logan, and it gets a little bit north up into the county, but not as far north as you would like and really isn't covering much of the South Valley. We then similarly looked at if a new facility were to be provided in the South Valley, how might that serve the county and what's that fifteen minute drive time? And that one does a good job in hitting most of the South Valley. Mendon is a little bit further away from that, but you can see we're really missing the North Side of the valley there. So that was sort of an interesting analysis of existing drive times within the county. And then we also looked at how many facilities should you have within the county, and how many do you have currently. And so this is an interesting analysis. It looks at the National Recreation and Parks Association data from populations across the country or from cities across the country, and it looks at how many people on average does a facility serve or how many, for example, basketball courts do you need per capita. And so this was looking at you know, typically, for recreation centers in a community the size of Cache County, there would be one recreation center for every 57,200 people, which would result in about two and a half recreation centers needed to serve the county community. And right now, you really have one in the Smithfield facility. We're not including the Logan Community Rec Center in this any longer because of the very limited public access that that facility has today. And going down the list, you would have 1.2 senior centers. There's one in the county today. You would have 1.3 aquatic centers. You don't have a publicly accessible aquatic center. You would have 1.4 ice rinks. Again, you do have one ice sheet. And then going down into courts, you would probably have about five to six publicly accessible courts, whether they're multi sport courts or basketball courts, one competitive pool, and then a one leisure pool, and at least one walking and jogging track. And we'll revisit those numbers just for reference. The other thing we looked at is the square footage of publicly available rec facilities. And so right now, you have the Eccles Eye Center, which is about 56,000 square feet. You have what we're calling a unicorn in the Hansen Family Sports Complex. And this one is a unicorn because most communities do not have a full size indoor turf soccer field. And so it is both big in comparison from a square footage perspective and rare. And then we have the Smithfield Recreation Center, which, again, is still a joint use facility with the school, so there is sublimited access to some of the facilities during some times when the school needs to use, for example, some of the gymnasiums. And then also looking at a point of reference, looking at population densities and how much square footage of indoor rec is provided. Provo City, you can see, is about a 115,000 people, and they have a 162,000 square feet of indoor recreation, which is about 1.4 square feet per per per person. Lehigh is the lowest at about point nine eight square feet per person, and then Orem and South Davis are sort of blanking the the other ends with Orem at 1.37 and South Davis at about 1.6 square feet per capita. So on average, in our market, we're seeing we typically see between one and one and a half or two at the peak square feet of recreation per capita and, on average about 1.34 square feet. And so this is something just for us to keep in mind as we're looking at the total square footage of recreation provided. We don't wanna over provide recreation. We don't wanna under provide, and we wanna make sure we're allowing for growth as the community grows as well. And so, ultimately, the countywide market analysis absolutely found that the population size should be supporting multiple indoor recreation facilities. And in reality, right now, you have one. There you have a medium age and interest in activities and wellness that the health and wellness components would be well supported by the community. The median household income and I didn't show this slide, but Cache County is lower than the South Valley when it comes to median household income. So when we did the South Valley analysis, we found that there was a higher household income, a little bit more disposable income to use for sports and recreation programs, and more of a willingness and interest in paying for it. The county was a little bit lower on the whole than the South Valley. And then, but we still note that there's a strong market potential for almost all recreation and sports activities within the Valley. You have a lack of indoor courts, and this one gets argued by folks that say, but we have all of these courts and schools that are readily available to us, and that is true. You do have a lot of courts available in schools. We are generally seeing a trend of schools not being as excited about sharing their court facilities for a range of reasons, whether it's they need them for time for their sports and athletics programs, their concerns about safety and security in the school, their concerns about maintenance, staffing, things like that. So that is something that that we're grappling with there. And, again, there is a very much a lack of indoor recreation and leisure aquatics. So while you do have aquatics in the Valley, they're all geared towards more competitive swimming programs versus leisure swimming and family oriented swimming. And then we have the Smithfield Recreation Center, which, again, is still a joint use facility with the school, so there is sublimited access to some of the facilities during some times when the school needs to use, for example, some of the gymnasiums. And then also looking at a point of reference, looking at population densities and how much square footage of indoor rec is provided. Provo City, you can see, is about a 115,000 people, and they have a 162,000 square feet of indoor recreation, which is about 1.4 square feet per per per person. Lehigh is the lowest at about point nine eight square feet per person, and then Orem and South Davis are sort of blanking the the other ends with Orem at 1.37 and South Davis at about 1.6 square feet per capita. So on average, in our market, we're seeing we typically see between one and one and a half or two at the peak square feet of recreation per capita and, on average about 1.34 square feet. And so this is something just for us to keep in mind as we're looking at the total square footage of recreation provided. We don't wanna over provide recreation. We don't wanna under provide, and we wanna make sure we're allowing for growth as the community grows as well. And so, ultimately, the countywide market analysis absolutely found that the population size should be supporting multiple indoor recreation facilities. And in reality, right now, you have one. There you have a medium age and interest in activities and wellness that the health and wellness components would be well supported by the community. The median household income and I didn't show this slide, but Cache County is lower than the South Valley when it comes to median household income. So when we did the South Valley analysis, we found that there was a higher household income, a little bit more disposable income to use for sports and recreation programs, and more of a willingness and interest in paying for it. The county was a little bit lower on the whole than the South Valley. And then, but we still note that there's a strong market potential for almost all recreation and sports activities within the Valley. You have a lack of indoor courts, and this one gets argued by folks that say, but we have all of these courts and schools that are readily available to us, and that is true. You do have a lot of courts available in schools. We are generally seeing a trend of schools not being as excited about sharing their court facilities for a range of reasons, whether it's they need them for time for their sports and athletics programs, their concerns about safety and security in the school, their concerns about maintenance, staffing, things like that. So that is something that that we're grappling with there. And, again, there is a very much a lack of indoor recreation and leisure aquatics. So while you do have aquatics in the Valley, they're all geared towards more competitive swimming programs versus leisure swimming and family oriented swimming. And so, again, we're just looking at kind of what are those bare minimums that we would see at recreation centers distributed within the county. And then, we're starting to look at what does this mean from a square footage impact. This is still very much a work in progress, but we're starting to think about depending on how many recreation facilities are provided that impacts how much square footage each facility might be able to accommodate from a, financial capacity perspective. And so with that, we're now diving into geographic distribution options. And we have sort of what's happening now and then three distinct options that we've been looking at. So what's happening now is each city is figuring out how to meet their own recreation needs, and this is where this broad range of partnerships have emerged from. And so indoor recreation is distributed across communities. Private providers are trying to fill the gaps where they can, but some of those gaps aren't being filled such as aquatics where it's just too costly for those private providers to be able to accommodate that need. And, ultimately, if this trend continues, you would likely end up with three to five new recreation facilities within the county. There would be a South Valley facility. There would likely be a new Logan facility. There would potentially be something to serve the communities in the Far North and something to serve the communities in the Far South. And what happens here is you end up with a lot of individual community spending on recreation and duplication of services, but also perhaps an inequity of services. Because now one city has this and another city has that, it's harder to have joint use agreements to get people back and forth between the facilities when you get to this large number of public facilities. And so, ultimately, what we see is this ends up with a lot of duplication of services and inconsistent services within the county. So we're not recommending that the county continue in the way that it has been going from a recreation services perspective. So the first option that we're looking at is what we're calling the the single one stop shop recreation facility. This would be one facility with all of the programs and amenities collocated. You would go there for ICU, you would go there for indoor turf, you'd go there for swimming, you'd go there for everything the county has to offer. The recommendation would be this would be collocated likely in North Logan because that's where these other unique amenities are located. The challenge with this is we're not hitting the community needs and desires of that fifteen minute drive. We saw in that fifteen minute drive analysis that we did in our market that we're not hitting the needs of the South Valley with this option from a proximity perspective. So the benefits are, this is a really efficient option from a constructability and operations perspective. You have one place you're putting all of your dollars in, and it's operated efficiently. The pitfalls are that this would be too far away from many of the communities to be useful, and access and accessibility would be a challenge. And then this would also need to be operated by the county at this point because it would be one large facility that would require sort of the tax base of the county to help support it over time. So the next option is essentially splitting the county in half conveniently along Highway 89 for the sake of population discussions. Right now, about 50% of the county population lives North Of Highway 89, and 50% of the population lives South Of Highway 89. And so the idea here is that you would have, likely a new recreation facility in North Logan and a new recreation facility in the South Valley. And these two recreation facilities would be funded through a recreation district approach. And so it gets a little bit challenging on the North Side of the district with Smithfield having their own, but we feel like a recreation district is the the right approach, based off of the number of households, the population density to really be able to support and foster these recreation facilities. So, again, some work to do in conversations in the North Side Of The Valley just as you guys have some work to do in conversations on the South Side Of The Valley if this is the preferred alternative. So the first thing that would happen the next thing that would happen for Nibley's efforts is to in order to create a special service district, there'll be an advertised public hearing where the council will hear from people about pluses and minuses of forming this district. So then this the Nibley City Council could actually create history. However, if it just stays as Nibley, the taxing authority will lie solely with Nibley City Council, which is we we don't need a district to do that. We have a city to do that. If it goes beyond the police boundaries to include other communities, then there has to be a referendum of voters to elect the board that has taxing authority. I think that I mean, it it is I'm not a political analyst, but if I if I was if the Nibley mayor of election, then cancel the movie again. I if I put myself in the dispute, I mean, it's in one hand, a candidate, like, may do better if they just don't thoroughly state what they want to do. Most people.
