But I still think some a little. Anyways, just here representing the parks and rec to give you a little bit of an update of our meeting last night. We hadn't met for two months because summer gets crazy. Heritage days, we paid you the delay off. One of the items we talked about or we had a presentation from the Cache Valley RC Club, and we also have invited Craig Marlow to join us. He was the one that wanted to take the Amber by park and revamp that. And the RC Club wants part of that bike park bike route for their RC parts. So they presented to us, and we came to a conclusion of Craig was willing to work with them. We said, okay. You guys work together, come up with the proposal, come back to us, and we'll help you refine it to then come to you guys in the future. So that was one of the things we talked about. Another item was in Norweg as always, and we we say move forward. Push on. Don't let things the county stop us. And so that was took a long time to get that to not not to get that point, but lots of discussion. And then the third item, our committee member, man, he laid man, he leaves. He has been in theater most of his life. His daughter is a member citizen, Allison Leffler. She's in the theater as well. Anyways, he proposed a while ago about a community theater in Italy. They survey results, and so we talked about what the next steps were, and he he talked about lots of different options that don't cost a lot of money, if any at all. And so we're gonna he wants to form a committee, get committee members, and then move forward with some things. One of the ideas he talked about was a dinner theater based on Survivor, and he's like he's done it many, many years before. Another one was the Nutcracker and having it being a family friendly Nutcracker. Anyways, excited about that. Things things for you guys just to know about and that will become in the future. So

So for the summer coming in, we've all seen 3,212 west on your nose treatment. If we were completed, we have just a little bit of many left to do, but it's it's in anybody's eyesight of what it is. So that's exciting.

Probably one of the best chip sale projects I've ever been involved in. It was spectacular, and you guys really did a great job. I hope everybody else feels the same. There may be some different observations, but, yeah, that was good. One other thing, today, we added our other employee to the police department. They just wanted to thank you guys and to thank you from Public Works for allowing that to happen. It'll be great success to that team and and us as well. So his name is Danny. Again, we and I, so we're excited about that. I adore our team.

So for a couple of years, I've been trying to get Logan to commit to a rapid flashing beacon from Strata that came mid block to the Firefly Park. It seemed like a great opportunity. The the development to the east wasn't done yet. I really didn't want I feel uncomfortable having kids cross on 800 West without supervision. That's one of our that is our busiest road in Nibley, believe it or not, that section of 800 West. My efforts failed. The mayor stepped in, and Justin stepped in, and they collaborated with some higher ups. And We didn't achieve the solution, Tom. No. I I had to concede to the powers to be, but, hopefully, one day, we will get them in block processing so people can use the park and not have to go two blocks to the east. But, anyway, they committed to get it done. They tried to get it done before school started. They missed by a day or two, but it's it's now open functioning.

Yeah. Thank you, Tom. Is that it? Yep. Anything else? I'll I'll say one thing. I've I said this to Tom. I'll say it to you, Steve, as well. I I I was so opposed to Nubli City doing GPSC because it it doesn't ride a bike well. But this was a good thing. I mean, me back and forth to City Hall on 30 tonne itself. I thought the Chipsy project was fantastic. I thought it went really well even for cycles. And you can nod your head one way or another or stay out of it if if you want to. Yeah. And

chip sales come a long ways in the Come a long way. It's

not leaving a bunch of a bunch of stuff off. No. I'll do that. But I think we're so used to what Logan does. They have that ship sale and it's slag. They they grab slag from New Corn. They truck it all winter in preparation for that. And And so if you're judging that, yeah, I don't like that either. In in this selection, Steve and Chad were very conscious of the bike riders and alternative users. So we selected a product that was more fine in nature, had a lot of fines, and then we're buying really well. Then

they they And then you got the sealer on it. Yep. And then they sealed that, and it just locked everything in. So Right. Kudos to Steve and Chad, and they did a great job. Yeah. And while we're on that, the the the painted bike lanes on the road are too much appreciated. They yeah. I see other thumbs up. So good job. The road is safer for everybody having painted bike lanes. That's advice from the Federal Highway Administration, and I see it in action for it. So

That's a lot of action.

Even though they have painted my hand, some of those that think? Yeah.

Okay. I'll put that on. Okay. Sorry. One other thing that we did do the crossing lines and on 123200, we're now east and west instead of north and south and then east and west roundabout. This is on the roundabout now that the sidewalk was completed all the way on the South Side of 3200. So before we had them two lights on 3200, now we will switch to the twelve. So all our kids are staying on the North Side or the South side. South side comes all the way to 9th, crosses across the third. So that's one change in May 2. So Okay. Alright.

So And that's in conjunction with principals and school community councils? Yeah. We're perfect. With

them and updated all that stuff. So

Well, I can see here. We did start doing our annual review, which has been our lease agreement to do so once a year. We feel like after the fair is a really good time to kind of let everybody know where we're at, And so that's what this is, to that. So,

Way back And so just to kind of remind everybody that we are staying in those goals that we did set, The roofing is, like, a historic type of you know, we wanna take care of historic deal, take care of the place that way. And then we also have have three other goal. One is community garden. Oh, thanks. One is community garden. The other is, like, kind of a community piece. And then thirdly, we have a. We can explore things. And so as we go through tonight, we hope that you can see the correlation between those. But what we really feel like we really hit a home run-in this year was our outreach, our public outreach outreach to any and all. So, anyway, that's what we're gonna spend. Just a few highlights really is all we're gonna talk about tonight and then before we can't if there's any questions. So our first one is our black field that was wildly popular, and I'm gonna go ahead and let Savannah talk about it. She sort of was the brain behind like, had the idea, but then she kinda took over on that.

Yeah. So we we found it in these

flags that we got to us, and it was just like a little we actually had a photographer come one night the day of heritage days and just randomly ask if could take some pictures with the vibes up. So we took some pictures and then we were like, hey. We should open this up to lots of people to take pictures. So we posted it about it on our Instagram, and we had a lot of interest. We had one or two photographers there at night for about a month. We had people coming down for Draper, Salt Lake, kinda all over because it's kind of a unique barn flagscape. And then someone that was getting the four and dropped his family. And I took pictures there, someone that was just graduating from what was it called? Boot camp boot camp and took pictures of in the farm of the dish.

And, incidentally, the kids on the screen, the reason we chose this one is because it kind of draws back to Nibley. These are Ruth Blackstrom's grandkids, and those hats on those kids are her late husband, Kelly, and her daughter did this beautiful post about him. And so we thought that was really appropriate

to

bring that picture with us. And, of course, we've got the. Alright. So here's just a few pictures. We had even, like, fashion models, which was wildly weird for us. But it's like the real deal, like, dance in the fashion world. But that's just to share a little bit. If you do get time later, any of the little Instagram things, these are the posts that are related to that event that we that we're talking about. Alright. We're gonna go ahead and move on and talk about our farm stand, which has also been super popular.

Yeah. I believe this is really helped on our community outreach list here. Utah State extension donated those sheds to us. It was their old four h shed. And we had been we tried last year to do a little warm sand, and it didn't really work out very good. So we took this opportunity for this week's shed to fill it with products, and we really tried to the way it's set up is people only who we try to keep it middly, people who keep it to the middly, they can sell their products that they make. They craft it products. Out of this box, and we sell our flowers, eggs, little honey, just a bunch of stuff. And it's not a really cool place of community where people, I don't know, can just meet each other and kinda show off your tongue. So that's the most important. That all being said, beginning of June. Yeah. And,

also, the Morgan Farm landed in a magazine. I don't know a lot about it because I'm gonna be truthful, but it apparently has international reach. So this is part of this picture here that we included is kind of the the main piece

of the

and then the rest of the story becomes later. But Savannah ended up being in with these other models, which also looks wildly different than the rest. This actually was taken after heritage days, and we were just cleaning up. So she is not a model ready, if you will. And then there's all the models, pictures, and then pictures, like, I mean, to see. But, anyway, we have the school also the person who's is an elite resident that put this together. So we we think that's another great outreach. Alright. So then we'll talk about the flower garden and some of the things that we are doing with that. We have some things we don't need on it, so we'll never talk about those.

Yeah. So we're started last year. It's a great success. We posted a lot of events here. We try to keep them really affordable. We're just the community. So we've had new what we call new pick events where the foodie can come. They kinda get free rein of the flower garden. They can cut whatever flowers they want and make their own okay. We keep it to a dollar then just to make it nice and affordable. We did an exact to school night. We did a flower crown. We have, like, a birthday party between our patrons posting here. Cat. Did you read last year, we had rent Okay. The brands assisted living homes and did three, like, bouquet makings or the palm sit bottoms more often to them, and then they were able to kinda create their own for their their room.

Oh,

we donated to Golden Ridgeline and Mountain Crest swimmer culture class last year and plan to do this day we get this year. Oh, and this year, we also did the flowers for the Midway. It's Midway, Utah. So we did all the little low case all day. So it's been a little fun. I know it needs to do an eye cash for everybody to find. That's cute.

Additionally, we use this as an educational space where for each kid, we're able to go in and, they helped us with some planting of both the garden and the flowers. And then as they check on and grow through this, they're able to come in and take whatever they want and do some entry that they're able to open. Alright. This is the thing that I'm most excited about. But we piloted with Utah State University's attention to assist learning. This is kind of a big process and kind of a big deal because every course that's used has to be safety assessed. It means we have to do a lot of work with them. We'll stay on this in the field and then get loud and used here and there. They're consistently, constantly, being desensitized and work with us, but they are safe for the people that work with them. And we need to know the ones that they'll be assessing. We have a university that does that for us, so it's a third party. And we're also able to partner with another, I don't know, skilled United. And we ran an adult session in the fall, and we did a teen session during the winter, and the it focused on mental health. And then in the summer, we did, and that was quite popular in here again. I mean, each one that we have two different sessions going in home school session during the day and then we have a public school session

in the earlier

like 04:00. We posted that yesterday, and it is ready more than full. And so this is something that's really popular. It has a research product pieces to it, and we'll also be too bad in research. On these, get it with. And then we only keep everything set up with USU for, doing research with. So that is ready to go, and we're very excited about it. Here is some of our just to show you, like, our flyer that went out yesterday and then just a few pictures of some of the different tensions that we did. Which brings us to the four h, and, ultimately, they have to be fair and rodeo. We had a huge group of four h this year. Four h for families that have been at the office, they didn't have it, like, listed as certain age when we had done the kids that were younger than they're even supposed to be, but we just ran with it. And it was like, we're gonna stay off every time we had it, but we each week was a referral on teeth. And like I said earlier, we started with, like, the flowers in the garden. And all those in the front and. And then we moved on to each week For example, we did goats, and we did have kids. I mean, we did horses so that they have the that interaction in each of those different types of animals. They were able to learn to the deworm goats and then waterborne sport, and they were able to see the help go from poopy to shaved and what do we do with the fiber now. And this is where the play equipment comes off. So we have a lot of different learning opportunity. Probably my favorite things and just enjoying the space. Those are probably forever from what I've spent achieving the children, but it's good. It it makes for a better time. We also have a lot of agricultural leadership and youth education that have gone in this space down at the farm. We've had a lot of different groups who are clients to come in and learn about whether it be, like, rodeo queens. They have some scouts that came in, and they did a flip on that. We have scouts come in, and we did a whole a whole program with them. So we're trying to always do some sort of education where we can program that programming. So this is just a little bit of just a few pictures of some of the kids with their entry and taking these animals to the fair. Like, the the bottom picture there, the the the horse, the two year old horse, you have to take her and get her used to all sorts of different experiences so that she will be able to be safe and used with the. And then finally, if you look at the upper left, that picture is just some of our kids have been closings of a total of four h. We when they did her part of the creation of studio service. And And so our things project this year was to do a humanitarian aid journey. We're little ones. We like to support them whenever we can, and that is great to work with. And so we did a little thrive and took that over to his place and to set up some hot dogs and and had a good time. Anyway, that is kind of how the four h went with here that was fantastic. This is just to show you our $20.25 rocks grant. I'm trying to really I was to put in that roadway. I call it a road. Some people call it a walkway. But, anyways, gravel and space. And Steve has been so helpful in getting, so we wanted to make sure. And and, yes, we could these guys. But it's still helpful in in making these. And and then we got a 2026 grant that will put in additional opening good increase for the channels with the training area that keeps the animals off of the main lane and keeps the public safe while the kids can in a space that's better for them as well. So that brings us to our failures. So if someone will please now listen. This did not exist and.

Yes. The problem from program this year or that's still in progress?

Yes. So we we moved all of our courses down to that property. We we worked it out with the the previous we see the you know, with fencing down there, so we got that all worked out with it. So we were able to use the back part. Our plan next year is just to use the front part as well. If if it all works out and we get the infrastructure down there, we could even have some, like, steer down there as a project. So, I mean, that's that's saving the, you know, the animals cost a lot to feed and and for the community. And so that having being able to preserve the farm and not overgraze down there, having another place where they can graze has been invaluable for us to to be able to.

So

yeah. Well, just to add, that's why we're able to do the That's why we're able to make the Blackfield happen because prior to the bad COVID, let it grow. So we had our forces.

So that was good. Any more question? Is there anything that you specifically need from the city or, like, any additional support you could use from us in the coming year?

This was a question that I've been chatting with Justin about. I don't know if now is the opportunity to talk about that. So the Petersons were leasing Clark Peterson, their family was leasing the is it 40 acres? I'm not sure how the what the lot size is down ish down to the one of the wells is is that.

We were hoping to This is our regional part. Yeah. Hope someday.

Yeah. Yeah. The fourth dimension. Yeah. We were just hoping to maybe utilize that property to be able to harvest the the the grass hay down or even in the South Albug to help, number one, feed the animals that's down there. So we would, you know, continue to have to have a bail cut and bail and monitor, and maintain. And then any extra stuff that we had to go, it's solid to help fund the the bar as a funding piece. So that's something we're hoping for. But the one of the other things that we would like to possibly do is we did something we had. Some four h kids down there. They were interested in learning how to. We've had pay and and and they'll pay. And we actually got them hooked up with who was at the the Zollander guy that does that's hay in the valley. And so we would like this to be an opportunity for us to put kids and youth in to be able to to learn how to maintain pastures and that parts farmland. So

I think they should be doing a seventy five year old farm outbreak.

That's that's so we appreciate

Yes. So appreciating what it takes. Yeah.

You know, something that, you know, we were discussing that, was maybe an option. There were many times where, like, extension are, like, learning environments for a and I, myself, would like to learn a little bit more about it every time I look at it. I'm like, 200 in the mail. A lot of that. I don't know. Other stuff. And so we would like to open that up as something because we have an affiliation with extension and because certain people have, like, part of their they have extensions. And so that's something that they can come down and do is teach the whoever you know, we can open it up just like we have on one of these other, programming where learning about growing a is something that is learned. You take care of all of that. That could be done for a minimal chart or no no charge. And so as we were talking about it, they said, you know, like,

everything to me

is a is an outdoor classroom or an opportunity. So when someone drives by the farm, they see a farm. When I'm in there, I see an outdoor classroom of eight acres and limited possibilities for the children for children and and anyone who wants to be there. So

Do we have a or do you all have a eviction, I guess, maybe a internal timeline for what the barn is and kind of what their goals are.

I'm forgive me if I should probably know this already, but.

Well Maybe maybe timeline especially. Birthday, by the way. Oh, thanks. Yeah.

Just gonna hang up a meeting together this week about Barton. So we are in conversation about that. Like, any any chance yeah. We'll take any chance even if I know it's probably not gonna turn out to be something. I'll take it anyway because if I don't do it, it's for sure. And so I did apply for a grant earlier this year. I worked really hard on it, and I hoped and hoped, but I kinda knew before I to end because I had met with with, the people in charge. Our space was too developed for what they were looking for. They wanted really just, you know, five years ago, perfect, where we had a clone stash plan Adrian State University had already done, and we we had something in motion. We almost became ineligible, so we didn't get it. You know? Go still stop yourself when you get it. Right? Yeah. We'll we'll take anything. This is just a a lead we we work off of. It is our harvest thing, right, that barn. And it's like I told Jess well, I was telling everyone in the meeting that, like, if the barn wasn't there, as far as what happens in, like, day in, day out, nothing changes because we can't use the barn. Everything still happened, but it's that piece that's missing that makes it feel so important. And so, historically, it connects, and that's why the flagpole was important to us is because we wanted people to have their feet on on the ground in the flag by far because that does to a person. And and my grandfather who was in World War two vet, and I've always had a right for what this was. And I wanted I wanted to get anyone to share. It could be in a flag of hills who was that farmed. Additionally, we had some we had an event the other night, We had some people from our city who stopped by and were like, we saw this place, and we're like, what is this? And it was the market. I mean, like, we this is amazing. So trying to keep that up is is the thing I care so much about, but it's it is the hardest hurdle to jump. Just to probably talk about that.

Yeah. It's just a I mean, we had an engineer go and look at it seven, eight years ago, and that's kinda when the doors got locked. And it was restricted to, you know, pretty much staff only as needed. And the cost estimates back then were pretty staggering, to do much else other than to stand it up. So when Mike and Roxy took over, Mike went in and did some cable tying and did some things to try to stabilize or whatnot for with what he could do. But, it's just a matter of money, getting the money to take care of and deciding what you really wanna do of it. Do you wanna just keep it up in the air the way it is, or do you wanna make it into some sort of functioning facility where maybe you could rent it for weddings or gatherings or whatever. I mean, the the sky's the limit on what you could do. It just depends on where how much money we can gather up.

Okay. It would it would be a shame to see it. Yeah. At all. Just and just one more I just wanna make you offer all that for me. My daughter participated in the summer program, and she comes home one day and says, dad, I dewormed a goat. And I'm like, that's not that was not a sentence I would have ever expected to say even like the just the fact that this is an opportunity for new, native citizens to have, it's such a special thing. So I just want to

What are the thoughts? Come on. I have to say I Savannah, I viewed the flag field as a tractor of slaw, of course. And the kids in the wagon that were getting rides really enjoyed it. Oh, yeah. Where did everybody go? One, I always manage to kick the fun out of everything. How's your five zero one c three nonprofit coming on? You guys getting that organized to operate things? And so if if people here don't know, the property is owned by Nibley City, owned by US Nibley Citizens, and then we lease the property to a nonprofit organization called the Morgan Farm, I think. Nibley Morgan Farm. Nibley Morgan Farm. Oh, no. Yeah. Tough, Billy. So so you're operating underneath that nonprofit organization. How's that coming along, that transition? And if if it's not you don't have to say any more than you want to. I think it's coming along pretty well. They could also speak to it.

We also someone mentioned, like, meeting in the summer in Bard, who was already here. I found that to be true last summer and this summer. It's difficult. But, otherwise, I mean, I think we're learning, getting things put together, but it is, like, put together, Ronnie, and just figuring out, you know, jumping through the hoops as they as they come.

We have found that we by having the nonprofit, I mean, we're open to more grants. But then, also, we people are more than happy to donate. So a lot of the things that were donated for the kids to the plant in the High Tunnel and such, that was donated by USU on their greenhouse that they have the name of it, but they're the one you can go buy stuff. They donated all of that stuff. And we had their gateway donated a bunch of pumpkins. And Okay. So it's really, really great to have that, like, community connection. And people always say, but it's for the kids. Right? Like, that's we're happy to do it. We don't we try to take that. We we don't take that. Like, they usually we need to be good.

I've started that conversation with individual council members, but we'll bring into a we'll bring into a head. We we need to have that figured out before it's time to start paying. Yeah. So, like, by next

February, like, this kind of February or something. Yeah. So we've been planning for how to irrigate it, what, you know, that kind of stuff and get it to us. Somebody lined up to cut it. They work. So

This is this is just here an update on the project. I have fled residents of 2,600. No. There's been there's been a substantial amount of forest lawns devoted to this, so there's an opportunity for the residents to be part of our discussion. I'm not sure if you chose a spokesman. You didn't have to. I suggest that Arnel, but that's fine. If you all wanna speak, if however you wanna work it out, We welcome you to be part of the discussion. We'll start with Tom to lead it off.

I've got a couple pages of notes. I don't know how condensed of a report you'd like and and go through how this project started. Came to us and and request from the principal of Nibley Middle or Nibley Elementary School. She's concerned with the kids walking on the narrow sidewalk. They're getting out in the mud. They're getting out in the road on bikes, trying to get around the mud, and she thought it was unsafe. So right with her, got some objectives. Student say student safety was the primary objective. I put together some cost estimates, and we got it budgeted in the twenty twenty five, twenty six budget here. So primary objectives, as I said, were student safety. There was history of historic flooding, standing water, and some front yards. And the other primary objectives was to minimize impact to property owners. Now that doesn't eliminate the impact, but it's to minimize impact. The way that was done was to we explore different things on the width of the sidewalk. We didn't wanna encroach into the property lines and the existing curves on either end of this lacking section. We ended up shifting the sidewalk 10 feet on the east. It's 10 feet wide on the east end, but then we had to narrow it down to stay within the right of way boundary on the west side. So it it it's not uniformly 10 feet. We wanted to maximize maximize the width, but due to property lines and the existing existing curb and gutter, we ended up just kinda tapering it, shifting it just slightly there to keep in the right of way. Justin and I talked about other ways to minimize impacts. One was to possibly bring the sidewalk down at each driveway, flatten it out, and then bring it back up on the other side. But the risk there was the drainage. We wouldn't meet the drainage mitigation and the flooding mitigation. So we decide, okay. We're gonna narrow the sidewalk to four feet on the backside and and minimize the approach percentage on the approach. So we we try to do that. And then typically, a sidewalk would be a 22% cross slope, which would bring it up over 10 feet. It'd be 2%. So point two or, yeah, point two feet. So roughly three, four inches. So we lowered that as as far as we could about one and a half percent just to minimize the height differential from the existing. And then as we reached the West End, we actually shifted the the cross look toward the properties to minimize it even further. So all in all, from one end to the other, the grade differential from existing to the new grade was between point six seven feet, which is two thirds of a foot. My

math my math is Don't do math in public. That's Yeah. Exactly. So point six seven feet on the panel and about

point two feet on sorry. Two and a half inches to eight. Eight. Thank you. So and that's just because the curve we had to match that curve and and then it's there. The other things that we did is instead of what it's called a daylight, so where that that sidewalk ends to where it catches, so you have to break back down. You don't want a vertical cliff at the edge of the sidewalk so you create this daylight. And typically, a standard would be three to one. We chose 10 to one. We tried to do it at a much slower or much more shallow slope to so it's not so vertical. It's it's more piecing. It's easier to maintain as well. So we use the American Public Works standards or APWA, American Public Works Association standards, and it gives us how to design things. It tells us what the crossover is. That that's the percentage change from the crown of the road to the approach of the driveway. It gives us the cross slope on the sidewalk and the running slope. And then it also gives us an acceptable daylight from the back of sidewalk to tie into existing driveways that are impacted with new construction. So these things are they're adopted by multiple communities in Utah, pretty uniformly adopted. Other larger cities have their own standards, which would they're pretty much based on the EPWA standards that they have they'll modify it for certain things like water lines or specific instead they wanna do, but we use the EPWA standards. So and then in so doing, we also I asked that instead of meeting that to this to the end degree, then we minimize it even more. For example, the crossover slope from the road and up to the driveways is 16%. That's just really a big steep thing. So I said we need to minimize that where we can. So we got it down to, like, 13%. And then also the the crossover slope in the back and side way to tie into those is up to 12%, and we tried to hit around eight to 10% just to minimize that steep tie in from the back of the sidewalk to tie to the existing track list. We worked together with Justin. I I tasked him with the public outreach to make first contact with the the, property owners. He he made his attempts. He reported back to me, and where when we did that, it's not like he went out with nothing in his hands. We had a 60% drawing, which basically, 60% drawing is a a relative horizontal alignment, so we can see about where the curve's gonna be, the sidewalk's gonna be. Then you also have that vertical element that's approximate at that point, but you can on that plan that he was given, it showed the great differential at each driveway. So he was able to present that to the people that you met with, and they can visualize and and measure out what point six seven feet is. After he gave me the green light to go, we finished the plans, and we went to bid. We started construction right after school got out. I gave a wide window of construction because I wanted some pretty good pricing to just get cheaper pricing from the developer from a contractor, but they decided to get right on it. I gave them till September 15 to clean everything up, like, any last minute landscaping or signs or something like that. So they're still within their contractual window, but they they've done just about everything. They're they're missing the flashing stop sign that was specked out on 8th West. For some reason, that's really back ordered, but they're hoping to get it by Tuesday. I just got a report this this afternoon. They're hoping to get it Tuesday. And then let's see. I wanna talk about some other public outreach that we did. There was at least three door hangars hosted by city staff, and I knocked on every one of the doors. It was about a week before the construction. It says a pre construction notice. This thing's coming, following up on Justin's meetings. Then there was another one in June from the contractor that says, hey. We're gonna be placing curb. Please park over it. The the park parking lot across the way. And then we did a landscape flyer on June 30 that says, hey. This is a bad time to do landscaping. We know this, but we want this landscaping to survive, so we're gonna give you a $100 credit on your water bill to keep it alive. And they finished that up around July the first week of July, the hottest week. And the the landscape contractor fabricated all these sprinklers for everybody, and all they had to do was connect their hose and turn it on, and then then it gave pretty good coverage for it. So by the first, second week of July, all the landscaping was done. So I'm gonna back up to once the hard surfaces were complete. Couple days after the driveways were done, all the gutter and all the paving was done. We did a walk through. We found one of the driveways was out of spec. And when I make when I say out of spec, what happened was they they put it in, and when they when we started measuring up, they had an actual belly in it. And they tried to fix it in the field by taking a weed burner, heating up the asphalt, and using rakes and scraping it and trying to use shovels to try to get it to slope in the direction that the plan showed. And in so doing, instead of a good transition, there was, like, this picture taking a pipe and cutting it in half. So it went down and then this little belly curve and then went back out. It says that that wasn't the intent. So when we said, hey. This needs to be replaced. I said, well, it's really a tight tolerance. They asked if they could take out some more side or some more of the driveway so we can have a easier tolerance to get that cross slope to get it to drain into the grass. And we agreed to that. We split some cost and and taken out a little bit more, and they did replace that. Don't have my notes on there. It's probably the end of July, probably twenty second, twenty third ish. And then it took them another week or so to get back there to restore the my SVP where they've done that as well. So, like, I mentioned that it's we tried to minimize the impacts, but it's not impact free. Whenever you have these great differentials, we have to figure out what to do with driveways. And in this case, with it being higher, we end up having to dish these and follow our American Public Works Association standards and try to direct the drainage into a grassy or landscape area. Now I did some research on the soils that are in the area, and it when it gets wet, all everything runs down and puddles and pools, and then it pushes off into these landscape areas. And it should be drying up or percolating at about half an inch per hour. So if we get two inches of rain, it's gonna be four hours of puddl and it should dissipate and percolating ground according to the the research I did and and ran some numbers on the percolation rates. It after every rainstorm, there there's gonna be some some standing water, and it should dissipate and and saturate it. So a a question was posed early on, and there's some a volley of emails running back and forth that you know, is this legal to do that? We've checked with our city attorney at this at that time, and it is it is an allowable practice to change the grade on the road and have the homeowner

maintain their own.

I hope I haven't missed anything. If you have any specific questions, I'd be glad to answer them now. Okay. As of now, again, what's missing is the the stop sign. I didn't mention any parking potentially, but at one point during the design and and bidding, we'd be like, hey. Why do we restrict parking? There why don't we say, hey. All your kids are at school, but don't pick them up there. Go somewhere else to pick them up. And quite well, is it dangerous? Is it congestion? Is it is it dangerous for kids because they're running out? And he says, well, let's try without it. Let's let's say let's allow the parking, the pickup and drop off Pickup and drop off. Along here. It's on the same side of the road as the kids are getting out of school. They people could park there, pick up their kid, and take off. On the first day of school, I was out there in the afternoon, which is the most concentrated. It was seven minutes from the time kids started walking down the sidewalk to the time that that sidewalk was cleared. And then that that after seven minutes, there was one car still parked there, and it was actually the crossing guards car. So she had to stay there another fifteen to get people out there or something.

Any specific questions? We'll just let the conversation move along and ask questions from that counsel. Justin, do you have sorry. Randy, do you have some of the ask?

Well, maybe if I had water boiling on the grass, I I would probably install a drain myself. I would do again if you'd be gravel and I just wanna see it. You know, I would do that. Is the city going to where there is water, it's gonna be standing any amount of time. They want to put a small drain in and you know, dig down some gravel so that it just goes down. Or is that something on the table

or or not? That wasn't part of that discussion, but I think that was actually specifically mentioned, something that they call it a sump. Yeah. Where we could come back and and and dig a gravel area that the water could saturate into immediately and then dissipate into the ground rather than being standing for the two hours that it might be in the in the calculations that are

Okay. And I guess maybe the second thought is I was just curious. No being neither. The drive Right. The permit state. State. State. Realize that you're raised up. Most every time you see a fall with the drive, we always say, of course, it's a small slope, but it's gonna just good rain. We get that. Was there any conversation with the residents that maybe saying, we're gonna have to put the last bulb in here to kinda smooth it so it's not so sloping. I don't know if I can use that word. It's very was there any conversation of saying, this could be expensive, but if we're here to do a new driveway, you know, they would, you know, fork down most of the bill on that. We'll just get a conversation with the residents to see if we did. Do you want them to put in a new driveway that would actually have a small slope to the room? That would look like most of the driveways.

So there was one homeowner that did reach out to the contractor on-site, and they did get a price for it. I believe it was somewhere in the $4,400 range $4,500 range. They they chose not to employ the contractor.

But if I need more than just I think our biggest thing is just make sure that Please please speak directly to them. Thank you. You know, we we try to do a lot of work on the back end before that, give you information in our respective. We could put up with a very unique perspective and input on all this. I just a couple of points. I would stay on the outreach that Tom mentioned. I think a lot of that was more, like, the execution of the plan. I would say that that was maybe more frustration. We just did really have what the plans were gonna entail as it relates to the driveway and and the impacts there and and those things. I think that was one challenge that we had. I think going forward, what we're trying to understand is, you know, we it wasn't ideal. I think it's for all of us as homeowners to have this dip in our driveway. But we did get promise from the state that the deal would be made right. So we're just trying to monitor a few things going forward. So we do have to insert that there will be some pooling in the driveway still. Some of the driveways, our driveway is pretty good with the thin layer that remains with it right now. It's been evaporating. But we do we've seen some of the other driveways that definitely pull in in the driveway as well in the grass. So there's some concerns there, and we just don't want some kind of statue of limitation on this ground where we say that it also very

make that real case. We're just trying to get on the same page there. And where's that little you know, we we worry that things are in there, but I I have three or four other points that I have to do to account with. I need to go through those. You've mentioned the the signs. We do have a perspective there. I think it takes typically much longer than that. That was the timed trial run there. We are concerned just about safety. Our ability to back out, it got a major challenge in my wife in that time. It was Davey trying to get me into the driveway. You can't see, and we'll see if they're running or have their lights and get their kids there. So, anyways, I I will vouch that Justin did tell us that you they would do it, like, a drain, you know, if things aren't draining well in the grass, we're appreciative of that. I I don't think any of that's been done to any of the properties yet, but that would be something that we would be interested in request if we identified, like, there's one homeowner that they definitely have, like, in their grass areas.

A lot of they want to put there. So,

My name is Nikhil Gupta, and I just wanted to add a couple of things. Why we were aware of this project until August, and that caused some feelings and distress. We're at where we're at right now. We are having a pool in on our driveway and the water is running into our grass. And John will talk a little more about that here in just a minute. And we're not always home when the students are coming and going. So I asked my daughter-in-law today, when she observed that she's in a and she's expressing the same concern as Trivia's as a man that has been seen in that it is extremely difficult to see students coming from the school. It's extremely difficult to see cars coming with the cars parked on the side of the road right there. And they had a back to school, like, tonight. And I was coming from from the East, and we are the first house right next to the school. And somebody pulled out. Pardon me? I stopped signing. Can't think of the street name, but it's on the the most eastern part. There's just so much going on. You put cars parked and people moving and bicycles and, have you seen an increase in speed and what a bunch of scooters, I mean, like, are going down there when I'm backing up, you know, the day to go to work. There was one coming a electric scooter coming rapidly. And, I mean, I had plenty of time to get out, but I think sometimes what if he wasn't further I mean, I just don't know. I've had kids in the past stand behind my vehicle when I'm trying to back up. I've had kids trying to race me as I'm trying to back out. So it is a safety concern, not being able to see. Ashlyn specifically mentioned that she was having a hard time seeing as she's coming out of the driveway, and being, like, oops, has a phone call there and some things like that. And I wish our passing card would stop traffic so I can back out when we have to go to work. So

Yeah. Dean, do you mind if I ask questions to go along? Thank you for offering that. I'm you mentioned back to school night, and then we've also talked about pickup and drop off. Are you advocating for no parking on that road whatsoever to eliminate those problems, or are you saying no pickup and drop off? So

I do wanna talk to Ashlyn. I Who who's Ashlyn? My daughter. Okay. K. I have a grandkid in the country, and she parks in my driveway for. And so I asked for her experience. And before they, I was like, I don't know if the experience came to talk. But to hear her say what she experiences every day for the last several years, I feel there is any parking where there is no parking.

No parking at all on the No parking during school hours, especially During pickup and drop off or all the time during school hours? Okay.

Thank you. I'm just They're trying to call on the very cool hour. It's self congestion with proper game and their coffees and stuff. It's it's just a narrow road. And since we've lived there, they've widened it twice, And it just seems to this wide sidewalk, which is nice, has impacted some of the traffic coming and going in the other day. I was down in at how far back the traffic was backed up from the stop sign to our house.

So so let me ask about that. Does is it the compounding effects of parking on that road, or is it the traffic that's backed up? It's two separate issues.

The the traffic I see I am not there most of the day. I am leaving for work at twenty after eight. Sometimes, if it's happening, I have to leave at 07:30, and I'm not until seven at night. So I'm not seeing all the traffic congestion the others have seen. But the other day, I did I looked at my window and wondered what was going on in the mansion and hoping the door, and there were cars wrapped up past my house trying to get through the stop sign on eight. And my understanding is some of that's we it's always been there a little bit, but it's worse this year. And I believe it's as parents are just trying to get their kids to the middle school, and and there's some extra circumstances. There's no busing. So parents are moving at that time of of day. And it seems to be going stretching further into the day. And then when the kids are using the sidewalks, I have observed this one a few days that I'm home right there. Not as much because more than three days into school, four days. Okay. But So I I just wanna be clear that

parking or no parking during pickup and drop off is a different issue than parks backing up in the lane of traffic Well on 2,600

traffic to get on the 8th West. And and Rick might be addressing this. She's

leaving she's leaving during those hours of pickup and drop off. So is it is it fair to summarize that the the pickup and drop off issue and rightfully rightfully so is well stated. It's a it's a what can I see on the sidewalk while parked or parked on the road? Is that correct? That's the challenge is

to be to be able to back out of our driveway. If you've got cars parked all along there, you've gotta get halfway straight before you can even see. And, you know, it's just not a good situation with my with my kids that are starting to drive on my sort of not initially before, but coming into our driveway, you've got cars there.

Then, you know, you can't see kids that might be Yeah. It's it's a site issue. It's a site safety issue. It's We we get that there's I think it'd be okay

at parking.

When when my kid when when those kids should be going and the time last I heard was they crossed the street with the crossing guard, and then they go to pick up at Elmwood Park, and that is not acting much in this.

Okay. We can we can talk about principal King has had back to school night as you know, but that's a follow-up for us as well. I wanna make sure I'm making a list of things to follow-up on, not necessarily solved tonight, but the sum to absorb, as Randy mentioned, to to absorb driveway water. K.

Sir? June on Wilkins. Losing my voice a little bit. I'm sorry for that. First house, Westwood School. I am there at between sometimes 12:30 or 02:30. So I see it just about every day that I go be even somewhere else. And the kids, they trickle out, then it gets real heavy. Then they, you know, so it's both terrible again. And it happens pretty I would I would say a little bit longer than seven minutes, but I I don't know why it happened every time. It just seemed like it could be a bit long now. But seven ten, you know, it's the same thing. There are kids walking. A lot of kids walking. A lot of kids riding bikes, and they're staying on this on the sidewalk going three, four times as fast as the kids that are walking. And that is a safety issue there. Both.

Yeah. The kids the kids on scooters might actually be walking along that stretch. They should not be riding their scooters, electric scooters, their e bikes, and everything else that we

They're going fast. I don't know if you noticed that, but they they are going fast. And I've only seen it two times this week, but that's the way it it always has been. As far as being notified about this project, first thing I saw was six days before it to to take place, to get to start a lot. And and We we can't hear from the. Go ahead, sir. We we couldn't hear missus Paul concern. I I don't remember the I remember being one or two. I I Grab some of the guys down, and he he went on. The first one of the ones that I did is it was it was, standing to me was that it said that every we we've knocked on every door and talked to every resident about this project. And we had not been talked to by anybody that was news to me. So we didn't we didn't get no point of it. We weren't so my driver would be is at least almost twice as wide as as the others. I I didn't measure anything, but it's it's the double double driveway. And we had a storm this last week. It was the incredible storm. Lots of wind and rain, it came down really hard in sheets. And we saw what a heavy rainstorm would do to the drainage and to to the water coming down to that area. We had a puddle. It was a big puddle. It did run off very quick. They They didn't get out there in time either. But in the morning, there were there weren't big puddles, so it did its job and ran it off. But there was an area about three to five three to four or five feet out in the yard that was full of muddy, full of muddy squish.

It was standing water or it was squished? Squishy in there. Squishy your step in the bottom. Okay. Here she is. I didn't I didn't.

It was what I thought would happen in this kind of situation. If that storm would have gone for another hour, who knows what the yard out in the middle of the week. That was a good test. The other the other ones we had have been very small, and it it really gives us an idea what we would love for. But we hope we're gonna get more waters. We need it. We need it. But going into my yard is is not a good solution without some kind of a drain. We are open to that drain. K? But I wanna have I don't wanna have somebody just come out to my yard and put something in and say, oh, by the way, here's sign. We put us we put it right next. I'd like to have discussion on that. And so I know what's happening. Give him what say, I don't think that's not, you know, before that. I can't say that everybody. I have heard with some orientation as well.

One more thing,

with those comments several times. I know that, when this project started, when we were talking to, Justin, and, Heath he made a comment. He thought the city was plowing that sidewalk. And as residents, we have always plowed that sidewalk. And it's now a bit much wider. We want to know whose responsibility it is to plow that sidewalk. We often are told, as we've already said, to file that site, and it's much larger. Then we'll sometimes the city may be responsible to do that now in the future as well as the school district. But we just need a clear definition of who's who is gonna be responsible for that.

K. I don't have an answer, Wilbur.

I did talk to somebody here in school process, and it seems like they had no piece of paper in their hands. These are the these are the sidewalks that the city's taken care of right now. And if I remember correctly, it was this the sidewalks along highway where nobody lives, no cars, and so they they take care of that. The the school has has, for years, taken care of if they get up if I get up early, if I if they get up earlier, they not all of it. They quite a bit. It's much smaller then than it is now. So I don't know, but they've let you do anything.

Do you have any effect input on that, Justin? We just need to talk to the principal?

Yeah. We'll need to talk to the principal. It's a great question that we need definitely to figure out and I are now. When I was out there speaking with the Wilkins, I just couldn't remember. We do have a map. It's it is online. Right? Hosted online? Our sidewalk map? Online. I believe so in our, like, snow information page. Typically, we do clear quite a bit of sidewalks. It is pretty taxing on staff, but we do clear those sidewalks. We have a priority just to give you an idea. You know, so we start with priority streets, the big ones, the ones that are heavily trafficked, and then we move into neighborhoods, and then we move into cul de sacs. And our fourth priority is sidewalks that we do get to. So oftentimes, it does take us a while to get to them, especially on big storms. But we're we're happy to have that discussion with the with the school district and with you all to figure out and and certainly public works because it it's it's a big deal. And we put a lot of time and a lot of effort into cleaning those sidewalks, and it's getting bigger and bigger every year. Other people expect and want those sidewalks to clean. So once you've done it once, it's hard to quit. And so that's what we're faced with now. Is just continuing that and, you know, keeping control there, but also making sure you guys understand what that means and what that takes for staff to do. K.

We've we've never taken the for some days, we just couldn't get out of it. They they done it. So it's not $50.50. It's probably $60.40. I want to talk to the the gentleman who does that though. He's got a four runner four wheeler blade. And quite often, he's he's pushed with snow off into the grass and I'm hoping, you know, push the grass back. I never got over there and gotten mad at anybody. But if I might wanna talk to them as well and say, please don't do that.

What?

We just wanna be a part of what's happening on our economy moving forward. We just wanna be a part of solutions, please.

So I just want to one other thing I'm I'm still. I go to work sometimes where I come for a lunch at 04:30, 5AM. I'm not gonna get after before before that time and then do any support. So when I can hold it about four to 01:00, maybe melted. So it's a panic. There was some there soon. At that time, I went from getting to school or not. We passed well beyond the time that the kids have been there. So it doesn't do a whole lot of good to that. This might be a little controversial, but I don't want to say it. And I I don't speak for anybody down the road for their comments about this. And I I understand that Amanda Arnell sent a five page document. I don't know what was in that if she addressed this and all. But we, Vicky and I, and I'm sure who else, we believe that this solution took away the property. We had we had a drain to the the sidewalk into the burrow that was there for thirty five years. And that was taken away from us. The liability was was in the street and on the sidewalk for all those years. There have been several occasions where kids have slipped and fall and gotten hurt. And it wasn't with us. It was with another another family and the parents threatened to sue. So that's not that's not beyond the reason of happening now. But the slippery part is also gonna be an article to be down where the liability is ours, and I'm really happy about that. We would love to see the city take that. You know, I'm willing to. I know. Bastian, but it is there, and we're aware of it. And you stay aware of this problem. We think that we've been something has been taken away from us, and the city has made no effort or desire or even said it and thought that they give that back to us, which is the slope to the to the sidewalk and to the what we feel that we need to be made whole through this project. We think the city has taken that in the first.

I believe you I it was reported to me that I got a copy of what was an email to you where I was quoted as saying that on a visit to this neighborhood, I promised that if there were any negative impacts to the resident's property after the project that they would be made right by the city. And I think we referenced that tonight. As is that statement oversteps my authority. That authority belongs to the council. K. And I chose my words carefully that night during the visit to avoid claiming authority that is not mine. And the correct reference, which I wrote down as soon as I left the meeting so that I would be sure to have it right, is that I promised that if there were unreasonable, that's the new word, that's qualifier, negative impacts to the resident's property after the project, they would be made right by the city by the city with appropriate mitigation. So, you know, I'm a a member of council. I'm a non voting member. I'm I'm I'm I'm happy to be part of this conversation in the discussion. But I want you to know that I think it's important to screw that up that I did not step in front of your authority, and I did not make promises that you all have to I did not write a check that you all have to sign because of those qualifiers.

With that, I'll turn it to you.

I feel like the information is gonna be a discussion. Like, you said, there's been a lot before this meeting as well.

I don't know necessarily if we have objectives with tonight's meeting. It would be kind of a catch up. But I think there are some step marching orders that, you know, that we've got. So I don't is there another objective that staff or the citizens maybe would like out of tonight before we continue? There's I'm just gonna say

we're not all here tonight. Not everybody can hear. So there's a time when everybody could get together and talk to your loved ones. May some of the others who have a vested interest in us you know, become more aware of those thoughts and concerns. That can't happen. It's right because not available.

And that can happen willy nilly with the council because the Utah Open Public Meetings Act requires that we do the Publix business in public. I I have I have pedestrians tell me they walk in the street because they don't feel safe on the sidewalk because of these other transportations and socks. So

that's that's that's what I've got for a bunch less than Can I just explain the sump, everything, so we're all on the same page? So, typically, when we've had this issue, the the idea of the sump is is to infiltrate the water faster. So, typically, if there's tighter soils, you'll have a puddle for longer. So when we've had that happen in areas around town where we've conducted street side swells and things like that, what we'll do is we'll take a back truck, and we'll go to the property. We'll cut out a two by two size ish piece of grass. We'll set that to the side. We'll take the back tube, and we will suck down four or five feet, maybe, you know, a foot, foot and a half of diameter. So fill that back up with pea gravel, put four or five inches of topsoil on top of that, and put the grass back on top of it. And that that's what we have, you know, considered to be a sump and have found success in eliminating undesirable puddles in the past. So that's what I've offered to, anybody if we were to have this problem. And we we that takes that's very minimal cost. That's very you know, may we could do all of them probably in an afternoon if we needed to. But it's also on their property. If if if people want that, I would appreciate you know, they just they just gotta communicate to us, tell us, and and we can make that happen. I I don't know. That doesn't need to be a big city council ordeal. We can do that.

So if someone wants to con be clear, the city can do that? Yeah. Yeah. We'll take Yeah. Let's citizens' expenses. Not these citizens, all of the citizens' expense? Correct. Yeah. Questions I have with some, like, you know, water table mat.

And most of these locations where they they're directed into the landscaped area, they're very far away from the the homes. It's not, like, right in the next to the home. The the 80 percentile storm is point six inches in the valley's four. So 80% of the storms are point six inches of rain or less. And we give those periodic itself. Yeah. Even if we just give a little bit, it's gonna take care of 80% of the storm. So if we wanna go the whole hundred year storm, which is three and a half inches, we can calculate it easily how much So you're gonna criticize me for rounding up to one inch? No. Nope. Why is this Always the worst case in accuracy.

Sir. Thanks. If you wanna go down a rabbit hole sometime, look at Permeable Concrete. They have some amazing ability. There are some amazing there are some products out there with the amazing ability to not divert it's expensive. Not divert water into an area where it can be percolated, but you actually percolated right through the concrete. Now that only works if you also tear up the surface or tear up the the strata that's underneath percolated concrete. You can't you can't just absorb. Concrete can't work like a sponge. So yes. But they can make concrete that will pass water down to a sump below the concrete instead of concrete. That's what we did. That's useless. Yeah. You like that. Yep. That's why it's sump pump. Sump is a different word there. Go ahead, please.

I remember I think this is in Amanda's information. She sent it as well. I thought Rick was gonna mention it too, but we would like this issue of where the water goes and how it works. But it's a with the draining and the wintertime winter freezes, have be an open discussion, and we we know what it's gonna look like. Yeah. So the the council tasked staff to ask ask few questions of the attorney in regards to the fee in lieu. So I'm just gonna give an update on that. It was the the full response was shared with the council, and there's a summary in the in the meeting packet. But, really, it it came came down to these two questions. One is that, you know, whether there was the the fee in lieu would be tied to specifically to the frontage improvements. So in other words, to to does if the city takes the fee in lieu, do we have to use them specifically for that that specific project? And the the attorney said, that they do need a benefit. The specific subdivision have a relationship to the needs created by the subdivision, but, they they don't need to be tied to that specific project. So it can be for something different as long as it meets those other objectives. And then, also, there's no time limit for expending those those funds. There's a question on, you know, do we have to spend them within a certain amount of time. So that that's pretty much it. I I I did ask a follow-up question of does it make it any different where it's a development agreement, and he said no. So

So I don't know what the counsel's opinion on is on that, but that's from where I sit, and I missed the last conversation, it just doesn't smell right that this is a good idea to citizen that is fake. So here's some of the discussion we had. I if if you guys want me to jump in. Certainly, the rest of Hollow Road will probably it'll be over my dead body, have Kerwin, gutter, and sidewalk in part because of the zoning. Right? So r e, two acre zoning, it it it can be waived to not do a sidewalk. So, you know, we've we've had a petition for annexation on on the acres south of. It's up to the council, I think, to waive the requirement for permanent gutter outside law in our easel, and that's two acre token. The the the the problem you guys are dealing with is the code says that's only agricultural and our easel that the sidewalk requirement can be great. And the code says, even though we're working on a development freeze, code says in R 1 A, we shall have sidewalks. And if we don't have sidewalks, we shall have the fee collected sidewalks. And so it it sounds like a a burden on this property compared to the rest of Hollow Road, but in fact, it's the R 1 A zoning that makes this project impossible at all. The other concern that we talked about was how much exposure do you want to other developers in R 1 A that say, sidewalk doesn't make sense here in my project. So it's it's we we have to and I appreciate you as neighbors, and I love that you're citizens of Midway, but we're considering a request from a developer. They they are also citizens, but this is a requirement of developers in the R 1 A zone and the other zones, except for a in agriculture. It's not a requirement of citizens. It's a requirement of the developer. Does that kind of capture the things we talked about? I'm I'm not trying to I'm not trying to sway this. I'm just trying to answer your question about what we talked about. Yeah. I thought that was something to talk about. Yeah.

And that's what we have to do anyway in because we're, like, well, do you collect this fee? Will you be all of this indefinitely? Does it have to be for future sidewalks, which don't believe will ever happen on Paul Road. That's why we have to try to get here for. You know?

If they had to get here for sidewalk, long, long road, it would it would really make sense. But I'm with you.

But if they can be used for anything any project, they'll

benefit. But maybe, I guess,

makes sense since it isn't a coding that required,

you know, got on the main exception just to add when we make all these exceptions. Yeah. I'll I'll also just point out I keep saying there's never even the PSI walk around. Don't need to say that.

Hey, If we come back to order, please. Let's talk about permitted science agents. Levi, will you lead us into that, please?

Yes. So this was this review was brought up by a a bill in the state legislature, which basically prohibits cities from prohibiting political signs and park strips as long as long as the adjacent property owner consents to the political sign being there. So but when you know, as as we often do, once we open up the the book, we kind of start poking holes in other things. So that's kind of what we did here. We there's there's a number of other changes with the planning commission as we reviewed the sign code, that that are being suggested. So, yeah, that that first one obviously is mandate from the state legislature that we basically are gonna, you know, leave political signs alone in the park strip unless and and I think in practice, the kind of what what I've said, that I think makes the most sense, at least from, you know, an enforcement standpoint is probably what's going to happen. Unless they're adjacent to city property, we're probably just not gonna touch them because we're not gonna go survey residents and say, hey. Is is that allowed? Unless we get in a complaint from somebody that says, hey. There's a political sign out front. I didn't let them put it there. Then at that point, we would probably pull the sign. But, anyway, the state legislature passed that law, so we've it's, it's in this amendment. Let's see here. The other than that, we we did review the the, sign code, and there we did update the definition and and some regulations on temporary signage and really tried to clarify it a little bit more. We did add a time frame of in in this amendment of ninety day up to ninety days or forty eight hours after. If it's if it's advertising event, it'd be forty eight hours after an event. So that that was added. That was clarified. I can I can go into the code for specifically what it says, but I just wanted to summarize here? In the in the code right now, there's a chart that spells out which signs need a building permit and which signs don't, and most of them do show a building permit. So rather than rather than, pointing out, you know, specific signs and whether they need a building permit or not, we're we're just referencing the building code. And so if it requires a a building permit building code, then then, we would they you know, that would be pursued. And I'll say that that that somewhat relates to another change, and that is that, you know, currently, it requires most signs require conditional use permit. We don't have really a staff administered sign permit process. So if it's a permitted sign, they can just build it. But if it's if it's a conditional use, then they have to go to planning commission for a conditional use permit. What this changes is that it's a any sign listed is a permitted use, but it requires a signed permit. So it it re that would be administered by staff. So we would we would create an application. It'd be similar to what we do with fences currently or accessory buildings. It's basically a zoning clearance. And then when that's reviewed, then then we determine if they would need a building permit for that for that sign. So amending that process. There there's also a a current setback of 10 feet for all signs, which the planning commission felt was quite restrictive. And so it's being amended to three feet with this ordinance for signs. There's I think I think there's some language in there that says that, you know, it can't constitute a a sight distance hazard or anything like that, but, you know, traffic hazard, but reduction. They they just felt like 10 feet was pretty unreasonable in a lot of cases. So sorry. Go ahead. The property line. So not from the roadway, but from the property line. So if you think, you know, you've got a a sidewalk, usually back of sidewalk, one foot behind the back of sidewalk, another 10 feet. So you're really 11 feet from the sidewalk is what the restriction is. I don't know how many signs are compliant with that, but that is what's written in the code. So the the the maverick sign that they just put in that that it that does comply with that 10 foot setback, just for reference, but that's that's being recommended to be changed. And then this last one came from legal review. It wasn't it wasn't a no one was necessarily clamoring for this, but it it was removing there there's this restriction for electronic message display signs that they can't be for sexually oriented businesses. And the the attorney just commented that we this could be scrutinized for content neutrality, kind of first amendment issues where we're we're getting into the content of the sign, not not the, you know, not the type of sign or the so, anyway, he he said that there could be there could be a path forward if we want to restrict this, but planning commission and staff's recommendation was just to strike that specific provision. And let's see. So that's a summary of the changes. Planning commission staff recommendation's a little bit different. So planning commission's recommendation is to approve the ordinance as as, recommended. Staff staff has reviewed this further actually since the, the last or since planning commission recommended this. And one one, revision that we're requesting be incorporated is there's currently in in the current draft, not not in the ordinance, but in the current draft, there is an exception for, exception for, signs in the part strip for that are temporary signage advertising, city sponsor, city approved events. And and we're we're sick we're recommending a staff to strike that provision. So, basically, the

we would have to yeah. And and Justin could speak to that. I'll speak to that. I just feel like it's not a great look for us to be not following our own code. So I've had some discussions with Chad about this. Chad's not happy with this, frankly. I haven't had a lot of discussion with Chad about it, but I told him that this ordinance is being looked at and that I I would like staff to follow whatever the code says and not make special exceptions for the city and for city events. I've I've I've just felt that over the years from numerous old official people. So I just think it's a good idea.

That's why I made that recommendation.

So does this apply even in parks? So we can advertise city events with signs even in parks. Just parks direct. Only markets.

Well, that's a good question. I didn't know if that was limited to political science only or any sign. That's the question.

Yeah. I I that's something I still wanted to follow-up with Moe on. I did go to a training. Some cities are interpreting this co this new state code to say, we can't regulate any of these signs in the park strip because, again, back to content neutrality, we we can't we can't say, okay. Well, this political sign's allowed, but this sign that is advertising something here is not allowed. That the attorney didn't didn't go that far to to say that. I was gonna follow back up with them. I haven't had a chance to do that. So I can do that if you wanna take this as a second reading, but I I don't know. I think I think there's based on some training I've been to, I think there's going to be maybe some follow-up in the next legislative session on that because a lot of cities are saying, well, we don't we don't like to get into what is on the sign, whether it's a political sign because it's a first amendment issue, and we're not gonna regulate whether it's a political sign or someone's business or or whatever.

Yeah. And would the state upon.

They did. They did. They defined it, but, again, they don't trump, I guess, the the first amendment. So anyway They do.

I guess It shall be said. That's what some that's what some cities I, like, in in the trainings I've been to, that's what they've said. I don't I'm not saying that we need to go in that direction, but that's just something I'm looking at. Yeah. The mere state code. Yes.

I'll maybe just add on. I had some discussion. I those those signs are fairly effective. So my my goal is not to remove the signs, but just to put us on the same playing field and not be out taking out other people's signs when our signs are out in the park trip.

I I think that you thought we had published data that says, unfortunately, in my opinion, the most effective campaign method is science that people look at that don't do any more research than how many signs they see. Any more research before they vote them out that I mean, science they see. That's unfortunate. So for me, we take we take all political sides out, and people would vote in total ignorance instead of parts of the world. That's sarcastic.

Okay. Let's talk about inactive applications.

Alright. So we've had this we've had this issue of land use applications where, you know, in in the subdivision process, we have very prescriptive amount of time that our staff has to respond to the applicant. For example, for preliminary plat, it's, fifteen business days, and it's twenty business days for final plat. What we don't have is an expiration for the applicant. And the reason why we're suggesting this is if it's been if it's been a long time, a a lot of times, the our codes have changed, different circumstances that have changed. And so we we're recommending a 180 limit for and and, really, it's it's a clarification because state code does allow us to expire applications within a, you know, a reasonably reasonable time. But we haven't and we have expired applications before in the past if they've gone on for a year or, I mean, just kind of a a I'll just say a random amount of time. We just wanna standardize it and say a hundred and eighty days. They can ask for a one time extension of a hundred a hundred and eighty additional days from whoever the approval authority is for the application. But what this does is is it then it would any expired application would have to resubmit, and they would have to they wouldn't be vested under whatever the code was previously. They'd have to adhere to the what whatever the code is at the time they they submit application. So pretty simple ordinance, and it really there there's other times that we have other time frames in our code of like, for example, when you get approval for preliminary plat, you have to, within a year, submit for final plat. We have other kind of deadlines, but, really, this is speaking to applications where, either staff or it could be the approve you know, whoever the approval authority, it could be council, request some an update information that's necessary for the application, and it just sits for a hundred and eighty days or longer. Nothing happens. At at that point, it would be expired. And the onus would be on the app on the applicant to come forward and say, hey. I need and I need some additional time. Can you grant me another hundred and eighty days? They could do that and and if they could be granted that additional time. But both staff and planning commission recommend approval of this ordinance.

there there was a new one. Yeah. I mean, I feel I love this directive because you just need kinda reconnection. We're not being legislated. You know, you probably hear a verse from us in there, but just the, like, the the idea of, like, hey. I'm gonna apply this time, and I wanna sit on it while you guys do whatever you do, but I still wanna perceive as though I'm not the old way and stand in that clip. We even allow that situation. She's like, no. You say it all the time. Your coach changing. Right? Mhmm. So I just did feel like it's a kind of a dangerous game that we navigate like like that. It's like, oh, gosh. Now this was a year and a half ago. Do do do you know, they applied under this pretenses a year and a half. Right? So do we wanna grant them this versus, no. The stage is going in a totally new direction. Mhmm. So, yeah, I I like this quite a bit.

And I think the words in the draft tough out I'm not sure if they use this word, but it has to be done. It's nothing we see from the applicant Right. For a hundred days. So it it doesn't mean they have to have this all wrapped up behind the eight days because there's a submit process, submit the eight days. But if it's dormant to a hundred and eighty days then so

so oh, go ahead. One more question. So if let's say it's dormant that period of time divide, and they what kind of new information would trigger in your mind a successful extension. Right? Because because, again, like, is a successful extension, hey. We're still thinking about this, or do they have to physically, like, provide something so that, you know, the city is is fulfilling the spirit of what this is for? Because what I wanna avoid again is just saying, hey. I'm coming back a hundred and eighty days later. We're still thinking about it. Right? And I don't want that to be, you know, something that we would say, okay. Based on this thing, I'm gonna grant you another hundred and eighty days when in theory, we could be working through a lot

of stuff at that time. Right? Yeah. It just says demonstrating good cause cause for the delay. So it could be a lot of different reasons.

That would be a step.

It would be whoever the land use authority is for the application.

So they have to maybe go back to the plan and demonstrate that.

county and recreation study.

You say it like it's a dirty thing.

Happy to report some information for those interested. If more I understand that first community, they're ad hoc. They're actually in a conversation to give a recommendation to the candidate. So that's one reason this new one has been created. Part of that was the off reading of the activity was yeah. It showed up. That's what the buyer is then. It's not helpful for the words. This is what I was called in the meeting.

Who is speaking this meeting? What is this information? Just curious. The

representatives from the CTO Okay. And some of the people in the room that were part of that.

They were part of the it's already a screen. Right? Yeah.

They identified three goals, well, four or half, essentially, to look at the recommendations as as far as the consultants have gotten their basic, answer the question of, you know, particular facilities, what those amenities might be, possible locations, all those kind of things, whether or not it's even still on the table, would be the other one, and then the operation. So, essentially, finishing out phase two of the study that they were contracted for. So it's the agent.

And they who do you have so much?

To do what? Make a recommendation or a draft, maybe.

We we I won't talk about it now because we do have a steering committee with objectives and things to do. So we'll get the steering committee back together and discuss proposals about what's said.

I went to the rec meeting as parents' rec meeting meeting meeting yesterday for the opening part, and there was conversation about some struggles that I'm having with the roofs back here as well as, you know, this is this brake load pressure. And I we'll probably fix that. Sure. Well, like, I guess, in big circles if you go to the phones. It's heavy on there, actually. I didn't know if that was something that they need our assistance handling their stat. Hey. I missed the first part of the book. The first part is the grubs

Ah. In these mills. Like, being upset is pretty much I feel confident it's gonna be okay. And then the other was just for one pressure, you know, just to if it's if it's stash panel yet, I just thought it was I I was there, so I was like, oh, is there something we need to help?

Well, so interesting enough, it's difficult to say, I think, for sure because I I went through this on my own lawn. It's like, I'm gonna be a great example. I'm gonna burn my lawn up, and I'm gonna save all this water. And I only lasted half the summer, and then I just kinda dump water back on it. And it's hard to tell the difference between water conservation measures and insect pest problems. Yeah. And so I I can't say we know for sure. I haven't really talked to Rod about this problem, so I'd need to get with him and maybe do some follow-up. But it's hard to differentiate the two while it's happening till things start bringing back up, but for some reason, parts aren't bringing back up. So I will get with Rod on that and maybe shoot you an email or something. Yep.

Yep. Alright. So Bike Utah, Lee and Lee and I have been at the Bike Utah Summit. Bike Utah is more than the name implies. It's it's an advocacy group for active transportation, including pedestrian trails and and and bikes. I went because I was on a discussion panel with Stewart's mayor of Erewhon and Provo. The topic was from city streets to city hall, how three Utah mayors are turning active transportation vision into reality.

That's us. We're doing

slowly. Well, I think you

I don't know. That's I didn't have much to say. I was I actually thought the panel discussion was was was great. And to me, I I look at what keeps that transformation from vision to reality from happening, and I think it falls into two categories. It's either funding limitations to build the infrastructure or it's a cultural change from citizens to to embrace back transportation. And it was it was quite different for Parallon than it was for Provo than it was, from my perspective, for Nibley. Provo has funding limitations in part because they're a built out town. And so when they wanna incorporate active transportation, there there are big costs involved, especially when they're built out of town with limited space. They also they also have a lot of students that want to take transportation, so they're motivated to do that. Parawand being more of a resort type destination, They're also infrastructure pay financing limit because they wanna they wanna build things for tourists as you know, when they don't count. And so they're talking about long trails and, you know, big things. Where from my perspective, Nibley is more of a we don't have the infrastructure cost limitations like these other towns because we're making developers build our current system for us now. The one case where the developer is not doing it, golly, the Department of Transportation is willing to put $4,000,000 into that and NIMBLY trail system, but into the Bikesmith Torped Utah trail network. So so I think and you all have been part of the discussion. From my perspective, NIMBLY's limitation is about a culture change. And maybe we don't want a culture change. That's the kind of thing that we, you know, we deal with as elected representatives. And that's what that's why we write plans, and that's why we have we have meetings about public input, all that kind of stuff. But, certainly, you know, the two hardest things that I've been involved with in city government for twenty five years, and I think one of them came just before I was involved with city government, they revolved around back to transportation. One was out on Hollow Road and one was 12 Flashfield. They don't have time. Right? That was that was hard. And so my my objective for speaking was not to be moan about how hard the my the process might be and how difficult it might be, but to talk about lessons learned and things that we could do differently or not do at all. And so so that was my focus. And one of those things was it's hard and I told you this. It's it's hard for people to understand what the impact of active transportation is going to be to them as car drivers. We can't make space. We can only allocate space. So if we can find new space, it doesn't doesn't affect car car drivers so much. But I think 12 plus is a good example of how what what we try to build in, not just for volume and space, but for safety, dirty barriers and all the stuff. And and and and I threw in I added to the to the to the discussion traffic calming because I need traffic calming and active transportation going hand in hand. Right? So

I think that

we need to do a better job of helping people understand what this is gonna look like when it's done. I understand what the impacts to them would be when it's done. I was speaking to a room of advocates. I'll be very honest about that. And so I also said we need to as local governance, we need to make sure everyone is represented when we have these discussions about active transportation and the impacts on cars. And we need people I mean, we filled a room All the people that want traffic calming and active transportation protection on 8 West, 10 West. But those people need to stay involved in the process if the advocates want for active transportation, wanna see that. Related to that, letting people understand what something looks like before it's built, I'm very excited about a grant, and I mentioned this to the group, Safe Streets for All. It's a grant from the Federal Highway Administration, $380,000 for demonstration projects. Say, look. This is what we're thinking about. Have both groups, those that use active transportation and those that don't, have a chance to see what this looks like, see if if that's something that's why. I I I happened to mention that just that weekend, I read an article that made me worry about our funding for that because the Federal Highway Administration is moving funding from active transportation projects into well, it's moving they're moving away from active transportation projects that were that were available in the previous administration. And while I try to keep federal politics out of local politics, this one affects us. I'm worried that it'll affect us. The the quote from Sean Duffy, the I'm gonna get to it. I'm gonna say it. The he said it. This was his quote on x in July. FHWA funds will no longer be used for DEI bike lanes. I don't know what the DEI bike lanes is. And since I was asked, does that stand I don't know. It's his quote. And if I take the words, that acronym, I'm trying to figure out what's wrong with that kind of pipeline. I'm obviously an advocate for active transportation. I really admit. So anyway, that led me to say, look. I think I think trial advocates have some headwinds, and we may not get to kinda help from the federal government. We used to the the state government got involved in regulating bike lanes in Salt Lake City. They put UDOT in charge of reviewing and approving active transportation plans in an town that has in a town that would be Salt Lake City. Maybe that's special, but that's been normally reserved for local municipalities. So I think there may be some headwinds from the state level from what the legislature has done. Anyway, the fact that I mentioned the Federal Highway Administration funds, and it wasn't a wasn't a big complaint. There was actually, an employee of the Federal Highway Administration at this conference, and she came up to me and she said, I'm one of the people you're worried about. She actually said you're a bad at it. I didn't wanna be that way. She said, I checked on it. I think this grant is scary. You'll be receiving the money. It's just it's just which Levi already knew. She said it's the right truth. So I'm I'm still I'm still excited to to to to use that money to let us understand what the stuff looks like with both of it. I was I really enjoyed the connection that I made with Rails to Trails Conservancy. Rails to Trails has been around for sixty years converting abandoned rail lines into active transportation. They have grown beyond that. I mean, they have a Washington DC to Washington state national rail to travel that we load right on. But they move beyond that into being a advocate for anti transpiration, whether it's a abandoned rail liner. And and there's a great documentary that we got to watch on PBS. PBS produced it. I'm a cheapskate and don't have any subscriptions to anything. And if you wanna watch PBS shows now, you actually have to go pay for them or have it as part of your

Yeah. And by the whole community, I told, you know, why don't you park? I mean, yeah. Yeah. Moving forward. That'd be a great move. With the bike? With the theme? The thing that the thing that interested me, made me excited about connection to the Rails to Trails Conservancy is to learn that we're not really that much different than anybody else. Rails to Trails has been dealing with the thought that nobody wants a trail next to their backyard for sixteen years. This is not a new thing. It's not a new thing being cash cow. It's not a new thing, and I believe it's not a new thing at all. And in fact, major lawsuits over land owned by the federal government that had rail easements on federal land that were used for trails I'm sorry, rails. When those easements were abandoned by railroad companies, what happens to the land? Rail and Strauss said, well, we know. We'll turn in back transportation. So it's not only do people not wanna trail next to the backyard, they'd rather not have They'd rather not they'd rather have a train in their backyard than have them trail with me back. I grew up in Pocatello. I know what it's like to live next to our little giraffes. Right? So it's a good conference. I'll answer questions if you want. Just

Yeah. We did bring it up to the schools. It's been a while to I know the Nibley Elementary. We kinda focused on them because they're an all walk school. And, yeah, they kinda balked at it when we talked about it. Well, are are it's hard enough to get volunteers. You're really gonna get a vol I mean, I know the representatives, they kinda kinda mentioned that, but we we thought it we thought it was a great idea. I I don't know if they're gonna be the ones leading out if we wanna if we wanna do that.

I see. This year's awesome. We got two schools. School. We have a major problem getting kids to school. Get kids to school. People complaining about traffic and, like, talking about traffic. You are the traffic.

I hate not if you're part of the problem.

I don't know. I was I was curious. So it's alright.

And I don't have big connection to parents with kids in grade school anymore, but when I had a chance, I've asked parents about it. And my limited dataset is, one, encouraging that we're already doing that. We don't need your help. And in fact, it was couple of moms in two different neighborhoods. We're walking our kids to school. We have the concerns. We take turns

walking our kids to school. So, essentially, they're doing the walking school bus.

And then the other parents were no. So so that's cool. That's what we want to affect. I'll just wrap this up with I was I attempted to be very cognizant about the the process we went through in Italy over 12 West and be very respectful of the multiple points of view that were that were presented both by the council and by our residents. Yes. Well, I don't have page 21. I tried to be very hard to say, look. People people have feelings about this. Here's why they feel that way. Here's why they told us they feel that way. And these are things that lessons I think I learned from going through.

Yeah. Any other questions on that? Randy? Can I make a comment on 12 West? Is this and I've thought about this for a long time. And and I just why I, of course, disagreed in BK about signing 12 West and, you know, the traffic calming. Why I disagree with a lot of that, I have never disagreed and always supported, and I think the mayor does a fantastic job with trying to keep everyone safe. And I think the sincerity of that is is so important that you care to keep the pedestrians safe and the cyclists safe and the driver safe. And so while I might disagree with the quality of these on 12, I never disagree with the intent of what you've done and what you can continue to

do. I appreciate that. Well, thank you, Andy. I we all share that. We we are responsible for policy, and I have no doubt that that's exactly what needs to be on the council and what staff is interested in as well. And I think that's why this this this panel discussion was relevant. It was we share that vision. We all want that vision of safety and the option for transportation. How do we get there? Right? And so I know we're all we're gonna we're gonna have differences of opinion. We're gonna have differences of waste to to get there. And so thank you for saying that, and and I'll share that appreciation with Firecast and Firestaff that I just had to figure out how to do it. So great. Briefly, economic I'm just moving on. You guys I don't know if you have anything in mind. I have something in mind. What's your This is a flyer right now, but I'm gonna go ahead and talk about it. I mean, talk to Justin about it. I someone came across my email and said, hey. You wanna know about Sales Tax in New York City? And I said, sure. Sent a contact sent my contact in, and then I got a sales call from a consultant whose job it is to recruit economic retail development to cities. They have presented a proposal. I'm not sure that NIMBLES looks all that different, but, I mean, they did some research on it. This wasn't this full call. They they worked on it. But, again, the proposal, in a nutshell, comes down to, like, a three year effort to say, we identify what type of commercial, especially retail commercial, would be viable in your town. These are towns we've worked in. These are companies that we have match made. And then we talked to you about how we can make that introduction and how

we can connect with some of these documents. So

it just so happens well, of course, they're consulting them off money. $45,000 a year for three years kinda thing. You can stop after one year. I'm getting into more detail than I need to. But I noticed the rural economic grant, I think, is available for economic development research to connect with with companies. Maybe. And I don't know if you gotta talk about things that you guys have in mind now or we should get together and talk about it. The reason I'm bringing it up here, if anyone on council we've got I've got a phone call with you guys. I know it sounds like, you know, it's all fine in the sky, but if someone you can just send me an email if you want to be involved in a phone call with these folks because I'd like to have counsel on call with this flight start on September 14.

I'll give you a quick update on the grant. We did actually submit for that grant last year. Yep. And we were turned down even though we ranked pretty high, scored fairly well. Part of what the feedback we got is we were talking about the blueprint. So now that we've done the blueprint and this thing is in the blueprint, we have a better shot. So we had planned on requesting basically the same thing we rested last time, which was a bunch of waterline to push water out 4000 South and then north on 12 West to help our new well and to help future industrial zone development. Yeah. So infrastructure cost. And I think we submitted that letter of intent today. Okay. I do not know if we can submit more than one. I guess we I could find out about that, but we were intending to move forward with that project. Sherry

I wanted to give you an update. Nate asked about this last meeting, and I was gonna give an update at staff board, and then it just blew spaced it. So I apologize about that. But update on the Nibley Gardens Trail issue about selling the property to the prop the adjacent property owners. Honestly, I hit that pretty hard right after those discussions we had last. There's been some resistance, honestly, on paying for the property, some support and some questions. And I'm just kinda honestly got buried fire and have not been able to focus

Consumed by fire and really haven't had much time to really dig into the issue, but I did just send you an email, Levi. So, anyway, it's slow. I don't know that we have a real time crunch other than there's a little bit of momentum there. I'd like to keep it as much as we can and try to get somewhere something done. The other announcement I have is that the sheriff has employed a code enforcement officer and pretty excited about the direction we're going. He is a former law enforcement, been well trained in the field and a former negotiator and really understands the message that, we delivered about being out there in the community and engaging the community and, you know, working towards the compliance. We're not just out there with stick and tickets, and, you know, he got it. He understood it. He's excited about it and excited to get going. So staff's gonna meet with him on Tuesday, the whole front desk staff to kinda talk about some preliminary kinda upfront things where people can call in with complaints or concerns and things, some forms that they've already got built at the sheriff's office. And whatnot. Levi will and I will follow-up with some of the back end stuff, what happens when none of that works, and we have to get to the point of citation. There's some things I think we need to tie up there to make sure we're on the right track. And then they we are planning to have tentatively, I'm getting head nods so far, to have the code enforcement officer as well as our animal enforcement officer as well as the new town caller deputy, if you will, here at our next city council meeting for you all to meet them and be able to ask any questions you have. So I'm I'm starting working on that this afternoon. Had good results so far. So, hopefully, that'll happen in September, at that meeting. So other than that, I don't know. What do you wanna say about fire?

I'm optimistic about this whole process. We've gone from I think city is very contentious with one another at the beginning. Cities and counties being contentious with one another. I think by sitting down and actually working at things and working out details, I think that we're gonna end up at a good place for fire protection and EMS. And it's one that I'm excited about for Mibley because one way or another, it leads to a path for ownership of the provider of those services. And the fire district involvement, resurrection from the ashes of 1965, actually, it is helping us helping us helping us to potentially get there. I shouldn't have said anything. It's in the it's in the newsletter. So I think that Yeah. If I'm not consistent between what I just said and what's in the next letter. Still, the details we're working now, and we'll come to you, obviously, for approval of all this once we understand what the options are. Well, so is that

cost? Here's a couple of things. We're winding down on the transportation master plan update. We've been we've had we've been collecting public comment for several months. We're gonna shut that down about the middle of next month. And mayor, I talked about this earlier. I'd like to have a joint meeting with the planning commission and the city council on September 24 if possible. I believe that's a Thursday that's in between the planning commission and and the city council meeting. It it's a it's a planning commission meeting. It is a planning commission meeting, so I'm staying corrected. I think that's fine. I'd love to see everyone there. So we're gonna present where we are with the transportation mass plan. It's been making really good progress. We'll display the functional classification map at that time. Some some phase one proposed projects for road improvements and road our road network. We'll present some cross sections. I've asked them to also talk how the transportation master plan is going to mesh with the alternative alternative transportation plan and trail network and everything else. So it's gonna be great. It's kinda precursor to future meetings where we're gonna be considering adoption of this

master plan as well. And what I was saying fine too is that I think it's fine, Levi, if we do this joint meeting at the front end of a blank question meeting, then they don't have to go to a separate meeting. It does ask counsel to go to yet another meeting. Sorry if you're okay with that.

This is a good one, though, unlike others. I just Other joint meetings is what I mean. Unlike the ones that Levi We're also orchestrating a public open house to have the public see this document as well, and that'll be on October 14 from 05:30 to 07:00. They'll be here in this room. And then shortly thereafter, we're gonna be working with the technical advisory committee. I don't know who attended that. On the last one, there's a great response from all the other communities around here, all the stakeholders in Naval Transportation Network, fire, EMS, everything else. So both to see everyone there. Tim, I've been working directly with the Thomas Edison Charter School developing their Snap plan now. They finally got a username and and a password, and they're they're creating their mouse now. So we'll see what happens with that twenty nine eighty Nibley Park Avenue. Excuse me. Not 2980. Nibley Park Avenue, Meadow Lane, 1200 West Cross. I meant to meet with them today. We just ran out of time. So we should be starting to finalize that through the next week or so. The Nibley City Center Park, we've been shut down since July 31. The Euletti's Trust has have blown. It's a it's a reduced population this year, but they're in full blown. They're going to seed. And within the next three weeks, we should be back to constructing that. There's a the restrooms expect to be delivered for the bike park in the next week or two. They're gonna actually set that. They we don't have to shut down for that. And then we should start seeing some activity also immediately on direction of the pavilions. So all the materials are on-site. And those aren't dust generating activities, so we're allowed to do those things during the gloomy period. But, hopefully, we're gonna handle all that wrapped up and done by fall.
