inspire us. Sure. Yeah. Good. I'll do my best. So I just wanted to kinda talk a little bit about this next week, Heritage Days, which is something great that Nibley puts on. And we should all feel so thankful that we have the staff and and the volunteer groups that we do to make that week so special. In fact, for me personally, I was just telling council member Spalding this. In so many ways, heritage days and my wife volunteering me every year for the last four years to go set up the little curtain thing for the children's theater is actually why I'm here, frankly, is is because of that experience and meeting people and getting to know Nibali six years ago as as someone who just moved to the community and and have always felt so welcomed to be a part of Nibbly. And like I said, this in so many ways, that's exactly why I'm here today, frankly. And so it's it's a special week. I'd encourage anyone listening or who will listen to go look at the agenda and make sure you're participating and meeting others. And once again, it's just something that makes Nibley special that not every community has. And I just wanted to share a quick quote from Henry Ford about just the sense of community. He said, coming together is a beginning. Keeping together is progress, and working together is success. And I think that embodies Nibley as a city and a community perfectly. The red one that you can see there, it was not in the original agenda item packet that you looked at. This was just a late addition as of yesterday with the accountant. This basically just transfers $200 paying out of the capital projects into, out of impact fees instead, if that makes sense. So it's just shifting where the money comes from. It's not more money or, another expense. It's just a a journal entry to show that it comes out of the impact fee fund instead of the capital projects. Any questions there?

Nope. I got a question, Justin. Please. So, I mean, I miss I have to imagine the where we get more revenue than we think and, you know, we spend less on what we get. That happens. And you mentioned that you're trying to tone in so we have less and less of that, but it'll it'll happen organically as it happens. Right? So that just goes into capital improvements. And how do we how do we what does that get earmarked? Is it just go to the total fund Yep. And then it just happens to go Yep. Our CapEx has a fund balance. Yeah. And that fund balance is,

I think close to 4,000,000 off of memory. The fund balance sits there, and then we take that balance, and we kinda assign where it goes and all the lines throughout the budget. So this doesn't assign it to any project or anything. It just puts it into that account. Yeah.

And and through the proposed budget, we'll have already had a proposed Correct. Budget for account. So this is new money essentially. Yeah. It just changes the beginning balance, actually. Okay. Makes sense.

This is, resolution twenty six nineteen to adopt the budget for Nibley City in the coming fiscal year. We have new information or new recommendation from Justin on this, so

take it away, please. Yes, sir. This is the big news of the night. Kinda hit on it a little bit already. But with the money left over and where things settled in or where we're projecting things to settle in. Mayor and I had lots of real heart to heart discussions about whether or not we really should or should not, ask for more money in taxes. And we decided based on everything that's going on that at this time, we would, not recommend raising taxes that we have been discussing, but that we would amend the budget, without the tax increase. And so what I did was just look at where we were getting our revenues and tried to make them a little bit more aggressive and a little closer to what we expect to get to try to trim that gap. And when we ended up doing that, it shows that, overall, we reduce about what was presented to you all last meeting by about $65,000. And to make up for that $65,000, we went through and looked at areas in the budget where we had money left over, where we've consistently had money left over. And just to give you an idea, I had some I mean, months ago, actually, I had Talon sit down and took the last six years' budget, six years' worth of budgets and chunk these numbers in a spreadsheet and be able to try to nail down or try to figure chunk these numbers in a spreadsheet and be able to try to nail down or try to figure out exactly where and why we have this gap every year, and it changes every year. We couldn't find a a consistent A

a gap means unexpected

revenue compared to expenses. Correct. Right. Yeah. We're just trying to trim that number and be as close and as accurate as we can be. And so, really, the the place to do that was in our travel and training budgets. Those have all took a bit of a little bit of a hit. If you remember two years ago, we drastically cut those. Yeah. And so this is a little bit of a hit. We will fill this a little bit, but I believe most everybody will still be able to go to the conferences and things that they need to do to maintain their certifications and required trainings. And so, with that, we also, just decreased a little bit of the planned amount of money to go into capital projects. So we reduced $65,000 out of, excuse me, expenses out of the general fund to make that balance. So, with that, those are the recommended changes for the budget that would accept the certified rate that was presented and proposed by the county just a couple days ago. That rate is point zero zero one three seven six or three eight. So no tax increase. So all that all those hoops we've been jumping through and all those big long resolutions we've been reading and taking care of, all that stuff will go out the window unless you guys really feel the desire to raise taxes. So and we've had a lot of discussions, so I don't know if you want me to go back through individual lines. I'm happy to ask answer any and all questions that you may have about the budget. But at this point, with these recommendations, staff feels that we're ready to tie a knot on that and be done. Be give us our direction and go for the air.

I have hinted at one of the uncertainties as we work through this budget cycle, which remains an uncertainty, is fire protection and EMS. And at this point, my feeling about fire protection and EMS, I believe Justin concur concurs, we're not in a position to ask for a change in the budget. That is despite a factor of three increase in fire protection from the contract we interlocal contract we have. And there's also a big question about whether the county general fund has been subsidizing EMS in the south part of the county. It has, and so we're gonna have to make up for that somewhere. That's on the negative side. On the positive side, there is a promised there's a strong proposal from the fire board to recommend to the county council, which will likely I I shouldn't count the votes before they're cast, but would likely remove the current tax that goes into the county general fund, the part of the tax that goes into the county general fund for county fire service that that would be 90% of that would be reimbursed to municipalities at the same amount that those municipalities contribute to that part of the general fund, the county general fund. So that would come back to Nibley City in the form of a voucher. And when it's all said and done, there may be some redistribution of how those taxes are collected. We have to get them out of the county's hands in part because Logan City, who's not part of the fire district, is also paying into that county general fund, and that has to be remedied. We're gonna have discussions about whether it's right for Nibley City to be charging a EMS fee as opposed to taking that, which which means it's not coming out of property tax. That discussion will be in the future. So for all of the dust storms and swirling around with fire and EMS, it's not over, but I completely concur with Justin's recommendation on not raising taxes for this fiscal year. And not raising taxes means assuming or taking a certified tax rate provided by the county auditor? Assessor. Assessor. Thank you. That does not generate an increase in dollars minus growth and adjusting the rate so that we don't collect more dollars in property tax. So there's some uncertainty on fire and EMS. I don't think we're ready to jump the gun. I think we'd be jumping the gun to do anything about that, and I'm optimistic we can work it out without bankrupting the city. There are there's some good proposals to for the fire board and the county council to look at.

Are are there things we can be doing or people we can be talking to to help with that, to push one way or the other?

That's a great suggestion, Garrett, and I appreciate it. I I think right now we're figuring out governance, and that's with the fire board. The most recent thing is an adoption just today of change to the bylaws that includes more cities. And so that governance is being spread wider, which I think is a good plan. For now, I think just hang tight. There may be a point where it's worthwhile to lobby the county council members. But right now, I think we have to wait for things to settle. Look forward to talking to you more about that.

If I may, Mayor, one more. Just this is fairly minor, but we just learned a couple days ago that our software system we use for our accounting and our billing, and it's a pretty hefty piece of our software package is making some changes that bring into question whether or not we wanna stay with that software. And so just be aware, similar to fire, as that fluxes and moves, we may be back here talking about in the realm of 20 ish thousand dollars here or there to try to either move to a new software or stick with the old software, and either way, the costs are probably gonna go up.

Yep. I think it's interesting to note. If you watch this sort of thing, we worry about affordable housing and those types of things. If if we aggregate all of the assessed property tax in Nibley City, it's just about the same last year as it was this year. So, optimistically, you could say things are no more unaffordable than they were last year, and, pessimistically, you could say they're just as unaffordable as they were last year. So half full or half empty. Yes, please, Sarah. So that nondepartmental

line, so that's the money coming out of the general fund then, that $46,000?

You have the expense changes, and most of them are coming out of travel and training. It's the last The last one, non departmental decreasing from Yeah. One forty one to 95. That's the money coming out of the general fund then? Correct. So that's just what we plan to move every year. We put a number in there, and often we use the number to kinda balance the budget to keep it balanced. Mhmm. But we said we were gonna we planned on a 140,000. Now we're just saying we're only gonna plan to put 95.

I think it makes a commitment on the city's part to say, if we wanna do big things with capital projects, we have to be very specific about saving money or borrowing money for those big things as opposed to, by default, we'll continue to save money when we actually hadn't planned to save money, but through conservative budgeting practices, we will. If we decide to do something big, I mean, public works facilities or you know, we've talked about those. We have we have a whole capital projects study. It's probably six years old now. Yep. The the problem is to to tackle what that study says needs to be done, the difference between 140,000 into the capital projects fund or compared to 95,000 doesn't mean anything. No.

Fuck. Aaron? So the the changes that we're discussing tonight would also cover the what we just voted on previously, the change in compensation of different That's been incorporated. That's been incorporated. So so these changes help to cover those additional costs we just approved. Correct. Okay.

I think I I I think a motion for the budget amendment, all inclusive, is appropriate since it's written out in front of us to include that. And your first motion could be to approve, for a second reading, the budget where we left it at our last meeting and then move to make these amendments. Or in this case, it's up to you. I think we can handle a main motion that includes these changes if you're if you're keeping score at home.

So one little point is this is a new because it changed from the tax Yeah. Wording and stuff, this is a new ordinance or resolution. Resolution. Sorry. And we'll we will need to waive the second reading on that and pass this tonight. The real thing is the tax rate that we need to report to the state. So we do need to waive second reading on this. We talked about going through them one at a time and not approving, which would be a whole bunch of roll call votes, which we've been doing anyway. Well, I I would echo everyone's sentiment. Appreciate staff and doing all that. Budget is man, the more you get into it, it is pretty amazing. All the working cogs that you have to figure out how to put together. The only thing I had to bring up is I had a couple upset parents call me about mosquito abatement. I guess I think it was Thursday night. They called me on Friday, so it was probably Thursday night. I don't know if they have a set time they go around in a spray, but they were upset because their kids were out playing on the sidewalk. And the truck came by and was spraying, and the kids were there. And they're like, my kids were basically getting sprayed, and I don't know if it's harmful. I don't even know what they spray because I haven't seen them. I know they're killing mosquitoes or larva. I anyway, they asked me to see if there was a way that we not spray our kids and maybe wait until after maybe kids have gone inside in the evening. But I told them I'd bring it up and

do what Yeah. So I had a actually, a little bit of discussion, probably a very similar topic with the Cache Mosquito Bayman District manager, and I think that's kind of the message that I would share is Nibley City has nothing to do with that. We're part of the Cache Mosquito Bayman District. You can call up our manager. We can discuss and maybe make that request. But they are the ones that kinda pull those strings and make those decisions. And I can have that discussion. I will have that discussion with him,

and that's all I'll say right now. Okay. But may I just I told him we'd bring it up because I wasn't sure how do you address that. And they were just upset because their kids were out there when they drove by spraying, and their kids are getting sprayed. And Yeah. Understandable.

So There's there's a possible other remedy. We're not Nibley City is not a political subdivision controlling or subsequent to the Casmosquito Abatement District, but we do have representation on their board. And, that's public public domain information. You all, approved Randy Feaser as our, representative on the board.

And

when I asked Randy to serve on that board, I asked if he would be willing to receive public comment like this as our representative. He may have changed his mind since then, but you you all know Randy, and

And and, also, I mean, there are members of the board that won't take public input to the board. They'd flat out say they won't do it. I won't speak for Randy. Thank you, Randy. I just want to, again, thank staff for the budget and all that goes into that process. That's something to read. I can't imagine what that's like to put that together. It's much easier to approve, a cola and a worth of work for the city employees if there's no tax increase. It's much easier. And so the the wrestle that I've had, that many have had, seems to go away with a tremendous trust for Justin, especially when the new when there's no tax increase.
