Alright. We wanna welcome everybody to our July 9 city council meeting. We appreciate you coming and sharing your evening with us. The first item is I will offer the prayer and pledge. I'm I'm choosing prayer, but we're also going to do something after the pledge that I've wanted to bring up in in this year that we've got going on. So I'll talk about that later. Our heavenly father, we come to thee tonight to express our gratitude for the opportunity we have to meet together and to discuss the workings of our city, and we pray that thou would bless us to be able to have understanding, have insight into the various topics that we'll discuss tonight that we can make decisions that are good for the city and good for residents. And at this time, we also pray that that would bless our state with water and that we'll be able to have abundance of that in in our mountains and streams. We pray that that would give us the insight into doing the things which are right for our community. We say these things' names of Jesus Christ. Amen.

This in July, we started our state celebration of our two hundred and fiftieth anniversary of the creation of this this good nation. And Hyde Park is is, undergoing some efforts to have recognition as is the Cache County. And I've asked the Mayor's Association if they would find out what cities are also participating to see if we can work on celebrating the the nation. Next year will be two hundred and fifty years. So we're gonna Governor Cox has put it out there for this year to start the celebration this year. So that's what we're trying to do. They came out with a great video. So I'd like to have a share of that now, Marcus.
Two hundred and fifty years ago, a bold idea was declared that all people are endowed with the rights to life, liberty, and the pursuit of happiness. As Utahns, we join our nation in honoring the history of those who came before us, remembering stories that shaped us, preparing the landscapes that drowned us, rekindling the pioneer spirit that brought us West. This is the place, our place, the American story. Join us to celebrate the legacy and promise of America.
That's that's what they sent out from the state as a kickoff to this recognition of of our nation and our our creation and continued development. So please join us as hopefully we're going to bring that up in the city celebration next weekend. It's something I I think Carl White and I don't remember who the great leader was that actually said it originally, but he said it. And Carl said it, you know, with all their troubles and terrible things that we have going on within our government, it's still it's horrible except for all the other forms. That's the truth. It may be terrible, and we have some bad things except for every other form of government that you can choose. And so I think we're doing pretty darn good as a country. The first item on the agenda, if you notice, one thing was amended and taken off already. We're not having a trails discussion on that. So you'll all also notice in there that we there's an agenda that I created that ties in all of the the city zones or or the master plan and the goals that are accompanying the item that we're actually that that agenda has six a on there, which is actually removed. I did take it out. I loaded it up. Forgot about taking that one out. So if you're looking at that one if you're looking at Dania's, hers is correct. But if you're looking to the one I put in that ties into the city general plan goals, that would be the removal of six a. Other than that, there's no additional information that you have, so I'd look for a motion. Probably the the correct language would be with the removal of the trail discussion.

I wanna thank you for getting a hold of the construction company before somebody got killed in that trench. That gap was wide enough that a tire would have went in it before my wife and I barricaded it off. When they come in, it didn't take them long to get here. He actually gave me his number because I had to call him two more times. It keeps moving. The plate does? They have now pinned it. Okay. Okay. So it won't go anywhere. But you have I must say this city has some real safe drivers that almost slow down and stop before they cover them trade blades. And you got some guys that drive trucks that haul boats and big trailers that hit that thing going 40 miles an hour or plus. So that could have been a real hazard if I would have been gone for the weekend.
You might have had somebody get killed. I appreciate you reaching out, and I think I I have text from three different people about this. So I tried to call you. Yeah. I called your wife in bed, and she didn't answer my She's in Island Park. So I called brother Fowle. So And I think Marcus must have been the one that works the magic. Because by the time I got ahold of the mayor, I texted Marcus

Any other comments? We'll close your resident input, and we'll move on to having an update from the chief. Your spidey sensors probably should have went off when he said people coming down here at forty I know. Twenty five. Busy enough. I know he did. I know he did. It was a busy weekend on there.
So we have been trying I I know there had been a lot of speed complaints coming in, and so we've moved the speed trailer around to a couple different places. It's currently sitting over on, 4th East and 356 North right now. Oh, okay. Currently where it's at. I haven't got the data into a report for the data up on 200 South where it was sitting up there, but I'll have that on this next one. I wanted to kind of change up the format, for the suggestion with the mayors as we talked about the numbers and the resources that were being utilized by the department on there. And so I'm gonna kinda do a combination of both. I'm gonna give you the total number of calls that we dealt with this last week, and then for Hyde Park. And then also, we're gonna start first with January 4. So this last week, we had a 141 calls that the PDs went to. 32 of those were for Hyde Park. And the majority of those were lower priority type calls, the VIN inspections, animal problems, things like that. We did have a few that, were some pretty, time involved cases, the accidents that our guys are dealing with, and a domestic that was kind of a long one on that. So I'm gonna start kinda changing up what I'm presenting to you as far as the the real, heavily involved. Police work in the re real dedication there. So I thought as we looked with this last weekend, I would go back 2024 versus 2025 for the July 4 weekend on there. What you see up in front of you, in 2024, the PD had handled 69 calls between July 3 and July 6 on that. What you see as you look at the graph are the numbers of the calls that they they dealt with that were truly the time involved resource training calls. They were still responding to the VIN inspections and assist and assist assist and the noise complaints and things like that. But these were the ones where they took a lot of time to deal with. So out of that, it it was almost identical minus one thing. We had, one more juvenile problem this year that our guys went to. We did have a domestic dispute this year. We had two this year, two in 2024, but one of those this year turned into a rape investigation as well. It was a DV that started with the fight and then turned to that, involving a a legal immigrant who has a nice detainer on him. There's a good chance that he'll be deported before he even faces charges on that. Again, as we look at that, we we still had a lot of the same things, the thefts, the suspicious drugs, the trespassing. We had two calls this year that our guys were trying to figure out who they were and handle that type of calls for or for the city. So as we move forward, what I'd like to do, and based on your recommendations that I get coming back, is kinda give you some of the low lower priority. Like, the animal problems, we had this many. This is what they dealt with. But, truly, the the draining resources of the department where they're spending a lot of their time, the accidents, the medicals, the thefts, the drug investigations, the DUIs, things like that are really kind of what I'd like to start presenting to you as far as, police resource. Are there suggestions you'd like me to include as we move forward with that report to to the council?
The domestic dispute involve the disorderly conduct too? Can those things go together? No. The same call?

than disorderly, so you count it in the DV? Yeah. So those those are separate calls that they put together on that. Like I said, the one of the DVs out of the two for this year also had a a rape element in it, a charge that was dealt with. So
I I I like this because it really gets you looking at what is happening as as you've I've spoken to a few of you separately, and that's what you wanted to see the real police efforts. And there's some there's some things that are happening that I think that just comes along with society, but we wish, you know, people
would be better. But Yeah. I like this though because comparing to prior years, this type of information, we know these things are gonna happen, but also then we can look at ordinances and things that might back up and support the police to help maybe not they're not gonna go away, but be more preventative. Or do you think look. We can look at how we as a city are approaching things too. Are there things we can do differently? You know? I don't know. I just think it's good information to contemplate.

Kurt, you got something? I I've got a concern coming up, and it's fireworks. Yeah. Yeah. And I you know, the reason I bring this up, I was in Cedar City
on the fourth,
and people go to the high school, the parking lot, and they set off fireworks. And I didn't go because I don't get that excited about fire fireworks anymore, but my son did and his kids did. And I can't believe the way they throw fireworks all over and close to people. And then my son-in-law who lives in Centerville, they had Centerville days, Saturday, and say somebody threw firecrackers in a crowd and some people were injured. And police were there and I mean, I what do we do or how do we safeguard because people think it's their right and just and and I say kids, but adults that aren't very mature think that's that's really cool to throw firecrackers and, you know, people that have hard of hearing or all kinds of things. I mean, there's some dangers there that There are. I want us to make sure we gear up whatever we can do. Let me Can do. Preventative type thing, I guess. I think as a city, we
we implemented it into city code that no fireworks ever are permitted above Northeast. We followed the the county guideline as the fire department gave us every year, but we just implement that into code. We have that code in
in my neighborhood almost burned down last year because of fireworks. And as an HOA, this is why I have to act. And as president Eric Lindbergh. Lindbergh's. Yeah. Yeah. And so we sent out a letter asking people to not discharge fireworks, and they still were Still did. Illegal fireworks going off on the weekend. Permitted above Northeast.
Let your officer know that coming up for the twenty fourth. Coming up, we can do that. I'll let them know. So we have the fire restrictions too that came down from the state fire Yeah. Office as well. We had eight that we dealt with the firework calls this year, and most of those were for the time that they were setting them off. It was after, when the state code allowed them to do that. And so we handle that. They had a few fires that started because of, they put the expended ones in the dumpster and it rings united. Just not very smart with stuff. It was less than we dealt with last year again. That's a good sign, but we're still responding to those. Generally, those don't take as much time as what the accidents do or some of these other resource draining ones do
on that. But Lucky that grass is a little bit greener right now this year. Last year, It was really dry. Tiffany's, like, set up there on that hillside. They Heard. Really caught fire.

Kinda dangerous. Chief, I got a question. Have you heard anything back from DWR?
Yes. On that. So, again, DWR has approved the plan. I have submitted it to the the official application that we have to do to get our registration number, and I'm waiting to hear back from them. They haven't given me that yet. However, they have reached out to set up times to come train our officers on the proper way to take the chronic wasting disease samples and what they'd like to see, have that accomplished. And so we're still moving forward. It's on track to start August 1, and my guys have started to get equipment. We've got the Sawzall. They've got some face shields that they're gonna protect themselves with and some bags to put the the stuff in that they need to on that. We've got the list from Marcus on, the people who are interested in the meet as well as, North Logan's working on that list as well. So it is moving forward. It'll be
August 1, my guys will be out there. Has the state told us the number yet?
It is the approved number, 40 per year. So a 120 over the three years. 40 between the two cities, not each city. Right. Between the between the two cities on that

Below the speed limit. Yep. I'd I'd like to pass on a compliment. I'm aware of one of these dis domestic disputes, and your officers handled it so well. They were sensitive, and they were kind. They're very gentle in a really awful situation, and I just want you to know from Thank you. That perspective that they were very, very grateful.
Thank you. That that is good to pass on, and I can certainly do that. The domestics are challenging. They're they're the most dangerous calls that we go on, in all honesty because, it's volatile. We're walking at something we don't know where the weapons are. We don't know where people's limits are at, If they're on medication, if they're off, we just don't know where they're at emotionally and trying to keep that scene safe and separated and do what we need to is tricky sometimes.
Oh, just hearing about it scared me to death, and I feel like you saved a life. So thank you. Thank you. I'll I'll pass that on.
That's the I think I was telling Stephanie, the officer, the retired officer that I got my CCP from, He said that the only time he was injured as an officer went to a domestic. They were fighting when he showed up, tried to separate him, and they both turned on him, and that's when he got stabbed. Wow. Yeah. It's And it was her that stabbed him. Yeah. No kidding. Bye. Yeah. So Yep. Yeah. So, yeah, those are the dangerous situations, but we appreciate the police department and the efforts. You know, when you hear these good things, take them back and share

Where would you like to begin? First, we will discuss briefly the moderate income housing biannual report. This is required by our moderate income housing compliance with the state. This report is presented to the city council and the planning commission every six months to give an update on how we are doing with our compliance or moderate income housing situation. City council will recall that our moderate income housing plan revolves around zoning and zoning properties for higher densities. Having a specific number of moderate income housing units is a good thing, but it doesn't help us with our compliance with the state. So you'll notice in this report, it centers around rezoning. There's additional reporting that shows how many of those rezones have moved on to present development plans. There's a we put together a count of the total rent. Units that we see across all those developments, and it's over 1,000, more townhomes than apartments. And then there's a brief section that discusses the two development agreements that the city's contemplating. One was presented at the workshop the work session that we finished right before this meeting. Overall, our compliance is it appears we're making steps in the right direction. We've granted some rezones. There's progress being made in these areas, and we are on track to be in the good graces of the state. Are there any questions from the city council on our compliance with the moderate income housing requirements? Did
I know there was discussion. I don't know if it ever happened. Did the state change it to a three year or two year for a plan, or is that back on the agenda, you think, for this next year? That, I don't know. Our resident expert left.
I don't know if that ever got finalized. There was a lot of talk about one specific law that was gonna change it to a three year report. I do not recall if that was passed or not. Okay. But if there's no questions or concerns with this report, there's not a vote needed. We just presented this. I just have a question. Mhmm. So I know in Hyde Park, there's a lot of older properties.
Does that figure into our moderate income housing? Because I'm sure they are below the the mean.
Right. So as I said, the if the city changed our strategies to include counting specific units, it could. Right now, the three strategies that we've selected all have to do with rezoning properties to zones that could facilitate higher density. If the city were to change one of our priorities to be something like promoting the ADU building within the city or tracking units that could be moderate income housing eligible, then, sure, they could count. But right now, you know, for example, at the work session tonight, it was discussed. Would Visionary Homes put deed restricted, income restricted units in this project? And they gave us kind of a, you know, wishy washy answer. But the reality is even if that entire development were deed restricted units, it would not help us with our state compliance because it's not one of our selected strategies. Would it be a good thing for the city? Absolutely. We we could use something like that. It'd be a tremendous benefit, but it would not help us with our state compliance.
Well, it no one no one, our legislature, they could make us have more more, strategies, and we may end up have to add that one. So
Right. Well and as was discussed at a workshop earlier this year, the the city council and the planning commission was in favor of maybe changing strategies, but we wanted to wait to see how the legislative session shook out. And and Mikhail and I, after getting this report submitted to the state, we are going to start working on putting together a plan and some options for the city to potentially adopt some new strategies. Good.
Doesn't require a hearing vote, but does anybody have concerns with this plan?
I think Marcus has done it the last two years. You've done a great job getting that in. So Yep. And now we have a planner that's helped me with this year and is gonna help me with the submission, and very glad that she's here to do that.
Yeah. She's here. Absolutely. No question. Let's get it sent in. Alright. We will
get that reported to the planning commission and then submit our report to the state. In the staff report that's located here in Vox, there's updates on several projects. There's a couple of key points I wanted to bring up to the council's attention specifically. If you look at the wastewater section of the report, you'll notice that the city staff discovered that there is an old billing code that was being used to offer discounts for low usage in the wastewater category. We got that adjusted. We had that removed. There was a handful of people who we had to notify. I worked on this letter with our billing clerks, and we got them sent out to everybody. So if you carry if you get calls about a letter saying everybody's sewer rate's going up, it's not. It's the same rate as it has been since we changed it in 2022. We just were we've been really deep diving into the billing this past year, and we found this hiccup of about two dozen a dozen or two dozen people that were still under that old billing code that are being updated now. How many,
two dozen, give or take? Two dozen? Approximately. Okay.
And a lot of that was when we updated our water rates. We used to have a discounted rate for low usage on water and wastewater or sewer. And so when we adopted our new water rates, we got rid of those. We got all the water ones changed, but some of the low use sewer accounts slid to the cracks, and we didn't catch those until now. So that's just a heads up for everybody. The next item that I wanted to discuss, if you look at the report in the park section, we got a fantastic grant from the RAPS committee, a $180,000 to improve the park out here. I I just wanted to take five or ten minutes to talk about that and to present the plans that the city staff has at this point to get some feedback from the council before we go out and actually order the products and get everything ready to go. So this item here is the budget for the project we'd initially submitted. The total request from the wraps committee was about $230,000. We were awarded with a $180,000. It's about 50,000 short. So we're looking for some cost savings in mostly the flooring aspect. We went pretty liberal in our estimate of the flooring because that's all over the place. The flooring specifically for this project, we're looking at doing a rubber mat. The point is this update has to do with ADA accessibility. So we're looking for a material that was easily traversable with strollers, wheelchairs, etcetera, which was the idea of the rubber mats. There are cheaper options out there that we have found. So we're pretty confident that we could do this project with pretty close to within what we were awarded, but we're still trying to hunt down the best product for the price.
Have we talked to some of the other cities in the valley? My wife said that she's been to I'm trying to remember whether it was Logan, North Logan somewhere with some grandchildren, and the rubber mats were just kinda all over the place. They weren't adhering well to the under the substructure, whether it's concrete or whatever, and it was just kinda it was a pain. You you know, you you're tripping over them or they're just all over the kind of place. So that'd just be something however we you know, whatever direction we go that, you know, not just the quality of the mat, but the installation of them that they're gonna last. It's not gonna be an ongoing cost to have somebody come in and Mhmm. So the other reason we're going for the mats, and I'll just skip down to that
exhibit here, is the mats, you can order them in such a way that they become very low maintenance over time. With our artificial turf grass we have out here with this one, if there's a problem with it, you have to cut out huge sections of it and replace it. If the tiles get damaged, you can simply jump online, buy a couple more tiles, and go install them. And so the long term maintenance, from what we've heard from some of the manufacturers that we've talked to and some other cities, it actually becomes easier. And so this document here, kinda switching gears a little bit, this shows right now what the plan is and the different things that we are going to be ordering for the park. The bench right here is metal frame. It's composite materials for the it's not real wood. It just looks like wood. It's supposed to last a lot longer, be a lot more durable than wood. So that's the bench that we have
we recommend. And there's gotta be hundreds of options out there for benches and trash cans and all this and that. Can you just maybe help me understand why this particular bench or are there half a dozen options that you know, I plan on walking around Hometown Days walking billboard and, you know, put the sticker. I I mean, I put a bunch of pictures of benches on my the billboards. Put a sticker on the benches you like or something. You know? I I just Mhmm. Why this bench and not something else? Or Well, I
I'm trying to think of a nice way to say this. Look at look at maintenance
maintenance and durability.
Yeah. And I've brought this up consistently with the city council for a couple years now looking for a a, you know, input on what you guys wanna see, and I've got mixed messages. So I took the messages that I did get from everybody who I heard back from, and what we wanted was something that looked good and was durable and didn't cost an arm and a leg. And so that's really what we tried to do with this. Our public works would probably like to do something that's completely metal and powder coated because it would last forever. But having the composite material is a little bit more of an inviting look
while still not being as expensive as the all metal benches. The all metals are good. Good. Yeah. Because my thought is and this is we're talking specifically right out here, the park right out here. Yeah. And I'm thinking I think Legacy Park's got, like, one little flat bench is all we we need about 50 of these things. Yeah. And that's also the idea with this project is whatever we do here,
Brett and I and the parks department would like to start installing these same structures at the rest of the parks whenever we're updating them. I have the same And that's gonna be question could be carried us through. Yeah. So that's why we're taking a little bit more time and presenting this to the council for a a nod tonight. Because if you like this, we would like to have these same things put in at the rest of the parks when we do the upgrades for them as well.
Does does this bench or company or I guess maybe we could just do it on our own and attach a plaque or a plate to it donated by the so and so's. I've been in Kansas City for much of the last week and a half, and they've got great parks. Man, I'm taking pictures, and I'm getting too many wild ideas because we can't afford what Kansas City and Overland Park can afford. But, I mean, I'm just thinking, you know, you got a thousand bucks and you wanna put in memory of mom or dad. I guess we could just have that printed on a little label and just attach it to a bench. Yeah. There are products out there. You can order custom engravings,
The composite ones, you can get relief cuttings with Mhmm. You know, for for grandma or grandpa or whoever. Right. The all metal benches, you can get fully laser cut with, like, a logo or something. Okay. There's a lot of options out there. With this composite, if this is the direction we want to go, we can try to find one that is customizable. If people wanna make donations, put their name on it,
that's an option that we could do. It might be a nice I like that idea just at hometown days, like, once a year, you know, or anytime people could come into the city and say, I wanna make a donation or in memory of Yeah. Type thing to help Mhmm. I mean gather money to
And so, Marcus, what I'm hearing is that you and I don't know what Brett and Jed or whoever and the And Mikhail. Yeah. And this of all the benches out there, this was it's good for the price and the the looks. And, I mean, it's a decent looking bench. Is
Is it a It's less hot in the sun. Yeah. That was another Yeah. Concern that we looked at. Is it is this gonna be the bench that we get? I don't know. It depends on the price. But, generally, what we're looking for from the council is is this the design and the look you want to go for? And then we'll go out and find one that matches the price that we can afford.
So did you just want some thumbs up?
Yeah. But not just on this. On all the rest of it too. Yeah. Okay. So here's the picnic tables. We tried to find a picnic table to match with the composite in the metal, but they all looked kind of cheap even though they were more expensive. And so we opted to go with this. This one also has an ADA accessible option, and there's four colors available. I don't know if you like the green or if you would prefer to go with a black or a blue or a red.
I I prefer something like this because anybody that's taking a family typically takes a tablecloth anyway on any of these. And tables, whether they're baked or real wood, you never can get the reminder that birds were there off of the table. So so this can be power sprayed, and Mhmm. Everything can be washed. I mean, I I kinda like green. I'm I'm more of a natural color look than a bright yellow or Yeah. Red or something in our parks. So I like the green. Well, then it's neutral, and it could carry throughout Yeah. Wherever we And, again, this would be specifically at this point in time for our city hall park out here, but we've got tables or benches and tables that need to be replaced in every park. Right. But, like think this fits well under our big pavilions because it's square. The nice long tables work better, but I'd love them. And I'm hoping that maybe in our survey, we'll see a desire for more mini pavilions where you just have a 10 by 10 cover over. And this would be a great little square table to put under a a mini pavilion, but you you you can't put them end to end to end and have 20 people all sitting at the same table with that design. Same design in the bench. So Yeah. They've got the same Yeah. Style in the long tables as well. So I'm hearing that you like the green, and this is good.
K. We plan on mounting those to the ground or putting AirPods on them. Right? Oh, yeah. We're we're gonna chain them down to the ground. They have blue? They do have blue. And red?

K. So I'm hearing green is is a great option. Alright. The next one is the trash can. We opted to go for a little more pricey trash can. The idea here was we liked the the covered trash can, try to keep out some of the elements that ends up being a real big problem. This one also has a door that you can open and unlock for easy access to the actual trash can. So we typically just have the waste management bin. Right. But out out here, we do have Okay. A bin like this. And so the the grant application was to get one to replace that plus two more at different locations around the park. Okay. Not that we would put something like this at the other parks if that's not what you wanna do. But since we already had one here, we thought let's upsize it. Bigger pavilions have bigger more people, and we end up with Yeah. Waste.
But we've we've got a couple of the old ones up, like, in Middle Or Lower Lions Park. There's a couple trash cans out there that are Yeah. Kinda ratty looking and probably need to be replaced. But Good. Okay. This for here because it's more furniture. Leathers if people steal anything, I mean, they're doing All the time. Everything. Can we bolt it down? Come on. Anything that's not bolted down has the tendency to get up and run away. That's why all of these things are being
bolted to their own individual concrete pads. They
they're not pulling away. Bolt with poles, and they get this repaired. Again, there's gotta be a thousand different trash cans. I I guess I would just you know, I'm looking for something that kinda matches the bench, the table, the trash can. And right now, I'm seeing a different bench and table and trash can that aren't kind of the same theme or the same. You know, it's not all the the terrace, you know, model. You know? And I don't know if that's important to have it kinda be Well, the terrace bench
is not my favorite because it gets it's all black and looks really uncomfortable and probably gets really hot in the summertime. Okay. Well, I'm good with that. Option two is down here, and this one's more of a straight pole design, funny enough, doesn't actually save you a ton of room on the setup because you still have to have a certain radius around the swings or the fall zone.
And and I had a a grandma that I'm married to tell me that a design like this doesn't really create a zone for children to kinda stay out of. They could just walk right into the kid coming back and forth on the swing. Whereas if you have, you know, the inverted v shape on the hand, you at least typically have to avoid that bar before you get hit by a kid on a swing. So you know? Which brings us to the
staff recommended design, which is kind of that inverted v shaped bar to kind of create that zone and set that expectation of you need to stay away from this area. And this one is pretty much the same price as the flat bar one. So this is the one that the parks guys and myself and Brett and Mikhail really like. Stuff.

Wolfcat Way, Hundred North to four forty four hundred north. Just wanted to present some information on the project we're moving forward with at this time. So what I'd like to do is kinda talk about the road as a whole as an overview, and then we'll show some additional design details and talk about anticipated budgets at this point. So go to the next slide. So first, wanted to talk about this is the CMPO regional transportation plan that the county hosts. There's kind of a legend there off to the right, but the color codes are based on phasing of when of of their prioritization of projects. So you can see there kind of where the mouse is is is Wolfpack Way from Center Street all the way into Smith and Elkton as well as a bunch of other roads that are planned for the future. And if we go to the next full slide, it's the Hyde Park City transportation master plan. Again, just wanted to show these these project this project is on both of these plans. It's a high priority. So the county, it's a high priority for Hyde Park City.
You know, I just noticed that the two plans show the North End Of Wolfpack Waco in different directions.
That's still in
the study that's being worked. Right. I just this is I'm just surprised that one goes one way, one goes the other way. That's I think it's Smithfield. I think it's due to the timing of the studies, David, just as an explanation. I think the counties is from 2023, and this is from 2024. Okay. Hyde Park work with Smithfield. So we took the roads to Hyde Park's boundaries, and we worked with Smithfield and said, we're gonna wanna show these. And at that time, they told us here At that time, this is the way. Okay. Still up in debate as far as Smithfield, but that is far past the Okay. The boundaries. Yeah. So next plan, again, I I think we all know where we are at this point, but she wanted to highlight in orange previous phases of Wolfpack Way through Hyde Park, and then green is the proposed project we're talking about at this point. So approximately one hundred north to forty four hundred north. Next, we have some pictures up in the air of of this corridor to, again, sometimes the bird's eye view wasn't that clear about where this road is going north from that, new roundabout on Wolfpackway and Center Street, in the far distance. You can see 4400 North. And the next picture is just looking the other way. So that's 4400 North down at the bottom of the picture. If you squint, you can kinda see the roundabout up there in the distance by the big trees. So High Park City in the background. So next, we have our plans for the project. Well, clear day. We've we've now turned, so north is to the right. So South Pac Way there is on the left. So west would be at the top. So there's a little jog in the road at the beginning. Hypercity currently owns 80 feet of right away. I'm more this what type of way is designed is a 99 foot right away section, and so we're splitting the down the middle of that existing property. We We'll have to acquire some additional properties on both sides of that existing Hyde Park City property. When we get to 300 North and then from and then as we move north to 400 North, again, we're we're trying to have good perpendicular intersections, and kind of split the impact of this road on across properties. So this this first page is is what we're applying for as phase one of this project. Phasing boundaries may change, but the strategy we're taking to the Cache County Council of Governments is to have two projects. So instead of one big $10,000,000 project, we're kinda splitting it in half. Hopefully, we get awarded both, but but at least we're not getting half a project. We can at least still move forward with a whole project. So that phase boundary may change depending on what money gets awarded for the project. So if you go to the next sheet, this is kind of phase two. So four hundred north to forty four hundred north as well as building a roundabout at four fifty slash five hundred north that we show there that's still being progressed through design. That's kind of where we're at with it at this point. The connection into 4400 North in the future will be around about at this point as part of this phase of the project, we're just gonna tie in with the t intersection just due to communication with the county as well as Smithfield City as our best support then this next third phase of the project, which would be from 4400 North End to Smithfield. Whether it goes down to 1st East or up to 250 East is still in discussion. But, again, that's Smithfield City's project at that point. Next slide is just some more details about the project. So, again, we're applying to Cache County Council of Governments for construction funding in August. Engineering and right away acquisition has been funded by the CMPO already. Talked about the two phased approaches. So phase one is about 1,900 feet long. The anticipated COG cost at this point is 4,300,000. That would require a $344,000 match from Hyde Park City as well as we're anticipating just over a million dollars in non eligible items, which are things like improvements to the sewer infrastructure. Not improvements, but installation of sewer and water infrastructure along the road. The cog does not cover those items. So part where I feel like I need to scoop further away from Domino before I get to that, but decide. Not a good move. So phase two, twenty one hundred feet from 400 North to 4400 North at this point. We're anticipating about 5,500,000. The big increase in that is 200 feet longer as well as the roundabout. So Hyde Park City match for that is at least 441,000. It is required to have an 8% match minimum and then non eligible items for that about 1,300,000.0. For the match portion, the city strategy will be to try to work with property owners to donate property. Hopefully, they'll see the financial benefit. I know from numbers we've seen on first phase of Wolfpack Way, property values have doubled ish for some of those properties along Wolfpack Way having that road installed for just bare land. So hopefully, we can continue that because we can use property donations for that match, and then it's not cash out of Hyde Park's budgets. But those noneligible items don't catch as match, and and, hopefully, we can
So on on that on that phase two, it's a cost more. On the Hyde Park noneligible items, that would be water and sewer lines. But if you recall, we got a developer that is doing that portion or or about 70% of it. So that's taken care of. And then because of how we negotiated with the the change property down here, the development in that, our match contribution for both phases, I believe we're already met about or I think we're at about million dollars on on the avenue. So we as High Park residents, that portion isn't going to have to come up with anything. That's correct. So
Right. Yeah. The the city's done a great job working deals to help with those items to to not have to pay with cash those items.
Yep. So we and a con grant requires 8.7% match contribution.
That's eight flat. Eight flat? PNPO is 6.77.
I would anticipate us coming in somewhere with about 15 to 20% match, which is going to make it all that much more attractive for organizations, any municipality putting in for a grand. It's how how much do they want it. We're we got this much in the match contribution. So
and we can do it. Can I ask you a question about the match? Sure. So if if the anticipated cost is 4,300,000.0 for phase one, our match is 344,000, but we have already have that. Where does the 344,000 come to pay for our portion? You know what I mean? We we're not worried. We're not gonna get 4,300,000.0. We're gonna get 4,300,000.0 less 344,000.
We're we're going to get in kind property contributions, which even we've negotiated that with on Bringhurst. So that is also part of this, the the property acquisition. Yeah. So we can say that we have that. Our grant will actually be for that amount. That's what we apply for. Yeah. So so we can
we just have to be careful with how we apply for the money to make sure we have everything to cover the funding. Because part of the grant will pay for buying of property, so we'll show it in the grant application as I I see. We have to acquire

in right away. And so that number may go up, but well, no. Because we're we're still applying to the for point 4,300,000.0. Yeah. We'll add on to that $800,000 right away that the city isn't gonna have to pay for, but they're gonna get donated as as a example. Okay. And so would would still get the money,

And then other thing to note with this, COB construction funding at this point is for two years into advanced. So if we get the grants awarded in August, it will be for construction funding in 2020. If I port in August, it gets awarded in October. So Okay. Something like that. That's correct. Yeah. But that works out for us because
right now, Sunrise is doing the engineering for the project. Once we reach 30%, which should be about the time when we're finding out if we get this grand or not, we'll be ready to go start getting property negotiations underway. And so that'll give us that extra year to get all the easements finalized and the right of way purchased and everything fine tuned. So when the funding is available, we can just put the bid out and have the construction crew go go go. So
that in my mind, that's a plus. Yeah. Yeah. So the design will only be at about 30% for the application. So then over the next year and a half, we'll finalize design work with property owners, get the project buttoned up, and go to bid.
So phase one would be we apply for it this year. Phase two would be the following year.
Or do we apply for So we're applying this year. We're applying for both this year's year. We're going to put them both on, and then
there's a because it's two year money, and the next time will be two years, we need to look at how we go about that differently. So But in any case, it's Yeah. Okay. It might behoove us to go for the more expensive one this year because we have the property, and they're installing 70% of our noneligible costs, and it gives us more buffer time to save up for the the other phase. So, anyway Yeah.
Sure. Future plans for 4,400 is I mean, that's gonna impact that road a lot when we put that through. Is there anything for that down the road?
Grant money? No. It's
not. Couple of things. Is there anything being talked or widened? Or, you know, I'm just It's it's currently county until
what did we did we say annex to the middle of the road? Yeah. For that for that first parcel. And so that road, that width highway. The one that's petitioned to be annexed right now, we should soon be deciding if 44 I don't know what it is right now and the width.
Two lines. That's Pardon? It's like two lines of asphalt. Well, what what's the what's the right of way? Why? I don't know off the top of my head the existing right of way. It's it's it's a complex thought. It's actually in a a weird gap area. You have the historic city surveys and then the farm surveys, and this is in between two of them, and it's one of those weird and ambiguous You can see it being similar for your concern being similar to thirty one
six out, going up from the high school up to the North Logan Bench. It needs to be a good road because there could be a lot of development coming down. And although excuse me, we haven't done anything with UDOT and North Logan and Smithfield in getting an agreement for signalized lights, I'm still gonna push for one at forty four based on traffic study. That's they all are based on that. That's going to be a major road coming down from the bench, and it needs to be able to have that. People will come down that and hook up to A wool packer the highway. Yeah. Rather than going the other way. Oh, absolutely.
And it it's not on the CMPO plan, and I'm just looking. It's about 70 to 80 feet depending on where you measure it. That's what the right of way is right now. They said that it's not in one side. Kind of eastern part is about 70 on the east on the western part, it's closer to the eighties. Is that not it from the parcel of the order? Yeah. Yeah.
And our master plan shows that eventually, the city anticipates that road to be the same level of service as, like, Wolfpack Way. Right. So we anticipate that to be a very big major high traffic road. Yeah. Yep. If Mountain
Broadnaboo goes in there over time, it may not be this year, but we we're trying to we think we've done our this year stuff. Now we're trying to look at what do we need five, ten years from now, twenty years from now. I would've
aren't they paying traffic impact fees out there?
Yeah. Every development has a road impact fee. So Which can go towards building new
Knowing how many we're putting up there, we should have plenty of money to make a road down there. Yep.
We don't even need a grant because they'll have so much money.
Then there there was one last slide just talking about the cross section just to make sure we're all on the same page with kind of the plan at this point.
