- The council appointed Tiffany Atkinson as mayor to serve the remainder of Mayor Brian Cox’s term after interviewing her and Bob Christensen; the motion passed 3-1, with Atkinson recusing herself from the vote. The new ordinance restores a fee-in-lieu option with updated market-based pricing, adds a one-year lease-back option, creates a first right of refusal for excess water rights, and increases the deduction for developers who bring actual water rights from 25% to 40%. - The council adopted ordinance 2026-15 updating rezoning criteria to make standards clearer and to add factors such as traffic, natural environment, consistency with the use table, and city benefit. The revised ordinance removes vague language about impacts to adjacent property and was recommended by the planning commission. - During public comment periods, no members of the public spoke.
