We typically have a work session scheduled to do general plan review and ordinance discussions on the fourth, Wednesday. Right. It's up to the council if you wanna continue the if you want to have the general plan work session that day or we can move one of the work sessions, it's really up to you. They're your meetings.

I'll say it here that I see our staff week after week with developer after developer spending a lot of time. You and I and other of the staff spent almost a hundred hours with USU students working on this park plan that I thought I was gonna show up here, and we're gonna have this little park discussion. Next thing I know, this room is full of students, and so we've committed a lot of time to this. And so that that's I I just I see the city and our staff day after day, week after week, sitting down with not just Visionaire, with many developers having to restate what's already in our code and what we want and and telling them, you know, how to fix their stuff. And then they're calling our people on their cell phones at home saying, hey. When are you gonna have this stuff done? And I don't know that you know, if there's some specifics, then great. But I've spent hours already going through the development agreement with notes all over that things that I don't agree with, and I'd be happy to sit down or send them to you, but I don't wanna spend a lot more time saying, I prefer transition zone. I prefer 40% commercial and mixed use. I don't need to come and spend an hour in two weeks and do that. Alright. I had a couple items I wanna just highlight hopefully quickly in the staff report. Hopefully, everybody had a chance to read it. You can ignore ignore the date. I forgot to change that, but everything else in there is up to date. So a couple of points I just wanna bring up. First of all is in the road section. We had a presentation from the road safety committee a couple weeks ago or from council member Fowles representing the road safety committee with some recommendations for moving forward. I kind of stalled that because I needed some more information on what standards we needed to follow in changing traffic patterns. And so I went and met with Sunrise Engineering, and they gave me the recommendations for how we need to do that. If we're changing traffic patterns and making big changes, then there is a level of study we need to have happen from professional licensed engineers. And they can do any of those things. They can go as simple as writing a memo for small changes to doing a big complicated study if we want to raise the speed limit to 80 miles an hour across town, which we would never do. That's just a horrible example. But they did say that for a couple of the changes recommended by the safety committee, we wouldn't necessarily need to study, and those were changing the school signage and having the speed limit changes down by Legacy Park. And so I just had a question for the council. I don't necessarily need an answer right now, but we're I spoke with Public Works. They're ready to do those if that's what the council would like to do. And so maybe tonight or we have it as an agenda item for future meeting. We're just ready if you're ready to make a decision on those items from the road safety committee. The next item I wanted to bring up quickly is with our water rates. We had a discussion about the water rates in a public hearing at a past meeting. There was one public comment requesting that we do a professional maybe professional is the wrong word, a a rate study from an engineering firm. So we went back to the city staff and kind of inquired about how the rate study happened. Our city staff or utility clerk already did a rate study. Maybe it wasn't you know, they're not a licensed engineer, so it wasn't to that level. But, again, Sunrise Engineering is already doing a lot of stuff with our water master plan, with our water rates. They offered to do a professional engineering level study if that's what the council wants to do. They quoted us approximately 10 to $15,000 for that rate study. And so I just need if the council wants to do a rate study, that's probably the cheapest we can get it for because they're very familiar with our system, and I would just need some kind of nod if that's the direction you would like us to go. Alternatively, we're pretty confident with the homework that our people have done, and we can prepare some kind of documentation showing how we came to our conclusions. I That was in. I have opinion on the speed limit for the road, The two fifty is going into 800. I feel like it might be better to keep it uniform. So it's going 30 through North Logan. Everybody slows down at the roundabout, and then just to keep it at 30. So the whole road is one speed limit. The calls on the right are your priority calls. And again the light green are ones that made it into your top seven as well. With that we had some pretty serious ones on this one. Again, in the the evading, we had several medicals that we dealt with. We are having lots and lots of the child abuse, child neglect cases that are coming in, that we're handling with that. Just gonna go over, kinda run through what we did for the master plan, then I can answer any questions that you have, and I can stick around also for the public hearing if there's any other questions to to answer on that. To kinda give a little, I guess, background that the wastewater master plan and the big reason we are doing this update is because of your recent zoning changes with allowing higher density developments to come in. There was a significant change to the amount of projected wastewater flow within the system. So part of this master plan was to update the the model and to make sure that everything is built to be able to handle that. For the the master plan, we went out and we collected data for flow data. We pulled it off of your permanent meters. You have two main trunk lines in the system. One on Hyde Park Lane and one on 3200 North called the A Line and the B line. All the flow goes through there, and there's two permanent flow meters there that record all the flows that are are going out of the system and out to the Logan wastewater treatment plant. And as part of the study, we only looked at your collection system. We didn't do anything on the treatment site since that's handled by Logan. And then we installed four temporary meters throughout the city to kinda get a sense of where what flows are like throughout the city. And that kinda that helped us to be able to calibrate the model to make it function more accurately to what the real conditions are. We also went out and collected survey information on 39 additional manholes just for the the we've done some survey for the last master plan. We did some additional work to just just helps us to be a little bit more accurate with our modeling. Have can make less assumptions that way, and it makes it makes our model function more like your actual system does. We made growth projections. We worked with city staff to be able to identify upcoming developments. With with your zoning changes, we assumed a pretty higher growth rate over the next ten years, so about 6% from point '26 to 2036. And then for the next ten years after that, we we lowered that to about 3% growth rate. And then, as part of the state requirements, all, future infrastructure needs, wastewater infrastructure needs to be sized for fifty year projections. So we we make a fifty year projection. Well, that and that's, yeah. Definitely higher density and, adding more commercial along the highway Yeah. And along with that way. There yeah. There's a a few things that way that it and it is it is hard to Alright. To project that way, but and yeah. So that the 2% that that matches your historic growth rate. So that's that's where that came from. So our and then with our model, we took those developments that we have that, have been proposed, and that's how we kind of assigned growth within our model, tried to identify areas where there's potential for, commercial and residential development to come in, and use that to to model future flow conditions. With our modeling, A lot of it looked pretty similar to our previous master plan, just kind of expedited as far as the needs with accelerated growth rate compared to what projected in the NAS master plan. The big current issue is the shared outfall line you had with Smithfield. That that line with both your growth and we we have projected growth for Smithfield, so we've projected their flows as well. And with that, we modeled with that shared outfall line is the main one that has issues currently. Our 2036 model starts to expand that those issues on that line get more severe, and the a and b lines start to see some capacity concerns as well. And then 2046, a and b lines start to be a little bit more with the a portion of the a line being in poor condition because of projected flows there. And and part of that with with this model, we then made assumptions for what capital improvement projects would help alleviate some of these concerns. The main one being the shared outfall line replacing that, and that there's an agreement with Smithfield on, percent ownership of that line. And so that that's the kind of the main, capital improvement project for what we recommend to be replaced. Since your last I guess I'll note one thing from since your last master plan, the city is the only project that's been addressed on that list was the Wolfpack Way section. The previous section that was on the master plan that's been installed. The the remaining projects are the same except for Wolfpack Way. We've added that in for the future extension so that as that road gets built out, sewer would be installed within that to to pay for that new and that's all impact fee eligible since that is fully pushed by growth, and as well as the 700 East extension of that as well would be 100% impact fee eligible as that road extends putting sewer in that road. The other projects are the 4400 North Line. This would alleviate some of the flows that are go are projected to go into the a line, by adding an additional line to the north of of the existing system, where this would all service new connections that would be fully impact fee eligible. And the timeline on that project is really just kinda development driven. But where a lot of the growth seems to be happening up kind of in the Northeast corner of the city that would go into that line. It it's it's hard for development to to pay and put in that line. That's a lot of infrastructure for, you know, development up there to put that whole line all the way down. So our recommendation would be for the the city to facilitate that. That would help open up that area of the city for to allow for growth. And, then it's not just getting piecemeal as as development comes in. That in the report, that table 6.1 shows the cost on that. It shows the cost for all those projects. There's a a few things that way that it and it is it is hard to Alright. To project that way, but and yeah. So that the 2% that that matches your historic growth rate. So that's that's where that came from. So our and then with our model, we took those developments that we have that, have been proposed, and that's how we kind of assigned growth within our model, tried to identify areas where there's potential for, commercial and residential development to come in, and use that to to model future flow conditions. With our modeling, A lot of it looked pretty similar to our previous master plan, just kind of expedited as far as the needs with accelerated growth rate compared to what projected in the NAS master plan. The big current issue is the shared outfall line you had with Smithfield. That that line with both your growth and we we have projected growth for Smithfield, so we've projected their flows as well. And with that, we modeled with that shared outfall line is the main one that has issues currently. Our 2036 model starts to expand that those issues on that line get more severe, and the a and b lines start to see some capacity concerns as well. And then 2046, a and b lines start to be a little bit more with the a portion of the a line being in poor condition because of projected flows there. And and part of that with with this model, we then made assumptions for what capital improvement projects would help alleviate some of these concerns. The main one being the shared outfall line replacing that, and that there's an agreement with Smithfield on, percent ownership of that line. And so that that's the kind of the main, capital improvement project for what we recommend to be replaced. Since your last I guess I'll note one thing from since your last master plan, the city is the only project that's been addressed on that list was the Wolfpack Way section. The previous section that was on the master plan that's been installed. The the remaining projects are the same except for Wolfpack Way. We've added that in for the future extension so that as that road gets built out, sewer would be installed within that to to pay for that new and that's all impact fee eligible since that is fully pushed by growth, and as well as the 700 East extension of that as well would be 100% impact fee eligible as that road extends putting sewer in that road. The other projects are the 4400 North Line. This would alleviate some of the flows that are go are projected to go into the a line, by adding an additional line to the north of of the existing system, where this would all service new connections that would be fully impact fee eligible. And the timeline on that project is really just kinda development driven. But where a lot of the growth seems to be happening up kind of in the Northeast corner of the city that would go into that line. It it's it's hard for development to to pay and put in that line. That's a lot of infrastructure for, you know, development up there to put that whole line all the way down. So our recommendation would be for the the city to facilitate that. That would help open up that area of the city for to allow for growth. And, then it's not just getting piecemeal as as development comes in. That in the report, that table 6.1 shows the cost on that. People are not liking the change, but, ultimately, it is helping the process go a little faster. We've updated our grammar request fees. Hyde Park City is considering a property tax increase of approximately 9.74%, which is projected to generate an additional $95,185. General fund increase of the same, estimated impacts to taxpayers based on a $599,000 average home, residential approximately thirty two twenty nine annual increase, businesses approximately 58.70 annual increase. Hyde Park is considering an increase in the certified tax rate to point zero zero one one zero, bringing the current estimated property tax rate of 973,219 to an estimated 1,068,404. It out this outlines how the impact if it is not adopted, It will the public works department will not be able to hire an additional employee to help run equipment, etcetera, and the city will not be able to repair additional sidewalks and curb and gutter. And then there is the notice here. I'm not gonna read all of that, but we will hold a public hearing tonight to approve the interim budget. And our truth in taxation hearing will be held on August 26 at 07:00 here at the in the council chambers, and that and the budget will be the only items on the agenda.
Hyde Park City is considering a property tax increase of approximately 9.74%, which is projected to generate an additional $95,185. General fund increase of the same, estimated impacts to taxpayers based on a $599,000 average home, residential approximately thirty two twenty nine annual increase, businesses approximately 58.70 annual increase. Hyde Park is considering an increase in the certified tax rate to point zero zero one one zero, bringing the current estimated property tax rate of 973,219 to an estimated 1,068,404. It out this outlines how the impact if it is not adopted, It will the public works department will not be able to hire an additional employee to help run equipment, etcetera, and the city will not be able to repair additional sidewalks and curb and gutter. And then there is the notice here. I'm not gonna read all of that, but we will hold a public hearing tonight to approve the interim budget. And our truth in taxation hearing will be held on August 26 at 07:00 here at the in the council chambers, and that and the budget will be the only items on the agenda.

Now when a lot of these get built and they're underway, maybe we'll find out this was a mistake. You're if we had to shut off a water meter for, you know, a townhome complex, you you wouldn't wanna shut off the master meter and then have the entire development without water. In the past, we have not charged for that. And what happens is kids that are not supervised will come and ambush the train. So people waiting on line don't get a seat, but the kids ambush the train to jump on. And so we've gotta make a queue so that people are waiting, and we're going to charge one ticket so that we can kind of alleviate that problem also.
