Logan-Cache Airport Authority Sponsor Board Meeting 08-26-2026
2026-09-09
I'll start. Do you want to start or do you want
»I can start.
»Go for it.
»Okay. So, I guess we'll uh call this be into order. Um we'll start with introduction of uh sponsor members. I guess we'll start over here with that.
»Uh Matthew Funk, Cash County Auditor.
»Bryson Beam, Cash County Clerk.
»Mike Johnson, Logan City Council.
»Melan Gunnel, Cash County Council. And then we have what four who are not here yet. So we have Mark and oh three Mark Anderson, Logan City Mayor. Um Mark,
»Mark Herd, Cash County Council, and Ken Gary Cash County Council.
»All righty. Um next is swearing in. We don't have to get sworn in since all of us are already sworn in in our capacities. So we're just here as the elected official representing for the sponsor board.
»Okay. All righty. Okay. Discussion items. 2 A. We'll just go straight to Matt for the preliminary budget.
»So for the preliminary uh budget, what I did is I took the uh the information that the airport uh manager provided us uh when we were preparing the cash county uh budget. Um at the top of that page, you can see the total expenditures projected for 2027. The airport manager had indicated he expected uh a total of $712,000 200 $712,294 of expenditures and I've itemized them there so you can see uh what uh what categories make up each of those expenditures.
»Matt, can I ask how many full-time employees are there? Just number.
»Uh we have I think I believe two now full-time employees uh or will have for 2027.
»Any how many part-time?
»Um
»two. I think we had three, but one of them became full-time. So, I think there's two part- timerrs,
»two and two,
»I believe. So,
»you scroll down uh to the towards the bottom of this page, you'll see there's a yellow line. Below that yellow line is um is the airport capital projects fund. That's that's a different category of expenses. And you can see that we're on schedule for one one capital expenditure for $893,000. That's a a shed for our snow removal equipment. Um if you look on the next page,
»so sorry to interrupt you, but wasn't Cass County um plowing the runways and everything else?
»Uh yes, Cash County does get um uh revenue to they they pay us to the runways. So, we're parking our equipment there. Is that what it's supposed to do?
»You know, there's there was a federal grant uh that we received from the FAA to to uh
»Okay. You just got made sure
»snow removal equipment and to build our own building.
»What did you say?
»There was a federal grant that we received to build our own snow removal building to house the snow removal equipment. And that's what this is. Is that
»But is that housing Cash County's equipment or the airport's equipment?
»I think it's the airport's equipment, but I I can't say for certain. I'm pretty sure it is.
»Okay.
»Um,
»is that 893 roughly all from the grant?
»That's all of the expense. If you look over on page two, you can see that 804 of that is going to be paid for by the federal grant.
»Yeah. Right there.
»45,000 will be paid for by the state. Uh, kicking some in. And then we will be responsible to kick in $45,000
»from the county
»from the airport um funds. Those are separate now from the from the county.
»Your total expenditures that are 712
»712
»for fiscal year 27 is that on track for the last couple years? Um is that
»yes that that that is on track. Those are following trend lines. What is a little different is the revenue side. Revenues are growing uh because of all the uh um construction of new hangers,
»okay, that we've got underway. And so if you look at at page two, you can see that we have uh according to the airport manager um about $714,000 of of expected revenue. So based on his information for 2027, we are fairly close to a break even. A little bit on the good side.
»Just barely. couple thousand dollar.
»Now, one final thing I would note is that the employee costs, particularly the benefit costs, are still calculated as though they were government employees, cash county employees. I don't know that that's going to be true. I don't know if if if now that we're spinning them off as their own entity, if they're technically going to be county employees anymore. So, that's probably something that we need to have the authority board look into. Are there any questions that I can answer on the budget?
»None for me right now.
»We don't either. Preliminary budget advisory board to do a final budget that you should give you a pretty good idea of what's coming from them.
»Okay.
»Do you know when we'll get that budget from them?
»Do we know when we'll get that budget from the advisory board?
»Well, but we don't have a rough timeline that we would typically get it. It's got to be real quick.
»Okay, Matt, I do have two questions.
»The authority board.
»Sorry, authority.
»So, I see two um items showing land lease growth of 65 and then down you show land lease income 147. How are they separate? Plan lease growth projected at 65 is the new growth from the new hangers. The 47, the one that you're referring to is from the existing hangers. That's what the what the manager is.
»Okay.
»How many new hangers are we talking about?
»Boy, that that I I could not tell you. Mr. Kerr might might know.
»How many new hangers are going in? Lot of hangers.
»How many currently are hangers are out there
»roughly? You got a 10% increase this year.
»Sorry, I'm the new guy.
»I'll be asking all the new questions for the first year. I got to pull that card again.
»Yeah, I'm pretty new, too. I don't have any questions.
»The budget has to be approved by 1 of January at the latest. Is it January?
»I would say yeah in December.
»In December.
»Okay.
»You all say whether the budget is accepted or not. I think it's more like they approve the budget and you review their budget to seeing out what the sponsor does a financial operation. When we The authority comes to John as the chairman has been signing something that we're going to have to ratify at the board level with the real property. So nothing significance or different than our normal pattern but we're trying to kind of catch up with the organizational things. Second thing you're doing which is to seek applicants to the authority board is critical so we can get that
»how many are we expecting on that or need
»how many do we need on that authority board do you know
»seven
»and if I might ask one more question back to the hangers how do they get approved or where do they decide who's build or what's that process like too deep in the weeds now or what?
»For me, you are, but I think Mr. Kerr could tell you.
»That's location by the authority.
»Okay.
»I believe the the contractors have been hired and construction is underway.
»So, when we say lease, then that is built and they lease it or do
»we we lease the land. They own
»not the building. They own the building. How long do they get to lease for is it like the government in the canyon 99 or what?
»Typically the leases for 10 years an exception for particularly large acres that require bank financing the board.
»Okay.
»And all the leases I believe have a builtin escalator. equal to the social rate of social security increase. So the lease is automatically increased.
»I was thinking you think of the escalator so I could ride up the second floor.
»So what's the starting amount for the lease like the
»Oh, what's the starting amount for a lease if like someone brand new?
»Embarrassingly, it's 42 cents a year.
»Okay.
»Have we thought about raising it at all or
»this is only allowed to for aeronautical purposes.
»Okay.
»No commercial purposes. Our brand assurances with the FAA indicate that if it's used for commercial purposes that we have to do a market study and charge
»and I don't know how deep you want to get. Many airports have a visionary. We have always felt that that wasn't appropriate for our community. But at the end of 20 years, the hangar reverted to the airport. It's been feeling since I didn't really want to be property managers. had all those hangers now become a burden on the airport
»occupancy involve use of properties you have some authority over the range of decision policies.
»So now I've heard stories of um card games and good times and parties at certain hangers out there and other things stored in those hangers. Is that protocol? Tell me does that make sense? I haven't heard those.
»Okay, I have. So, but and I'm fine with that if a person owns the building and that, but at the same time, you want to know if that's the lease rate of 42 cents a square foot. That's a pretty cheap place for a party.
»There are two or three hangers who because of their ecclesiastical duties invite their young men and young women to come have a party. But the general feeling is uh as you allude to uh it's not inappropriate as long as it doesn't interfere with the airport operation and it gives a an occasional event. Some of the issues that we have had that are much concern when the hanger owners decided to have a garage sale.
»I've heard of that too.
»And the gate code on Facebook so that everybody in the valley had access.
»Well, you'd have to wonder too, does each hanger have so many parking spots? So if you're having party or whatever, then parking becomes a different scenario as well. use,
»right?
»So, okay, good questions.
»I just thinking I was missing out on some parties out there,
»especially on card games. Matt makes pretty good money on them.
»Participate.
»Yeah. So,
»so do we have any anything? I guess we probably need to We can't probably elect a chairman without noticing that. Yeah.
»So, I guess we need to we need to schedule our next our next board meeting.
»Do you want to talk about the applications though
»a little bit more?
»Do we have any applicants?
»We haven't yet. Well, I kind of like if you're looking at a board composition, you like to have somebody who's got different areas of expertise that comes in there. And if we could come up with something like that, flying, airport, um, government understanding, something like that. I'm not quite sure how this selection is made, but it would seem to me that it's going to be hard to tell people categories of people apply. I think what we want to do is see who applies and then see what
»see how it sifts out.
»Yeah.
»Nolan, I'm not sure whether this falls under the general county rule where I make nominations advice and consent.
»That's that's typically what we do with the county committees. We've added two city representatives to this board, but um would seem to me that that may be the best way to do it for us to get a collection of people and then be collect that I think is appropriate and then submit to this group and I'd be happy to do that if that's what you want me to do. We have a number of people on our existing authority board that I think would be great to continue.
»I think that's an awesome idea. Gives us some organization
»and some continuity.
»Yes.
»So, why don't we post this for two weeks, see who else I'd like all of you and I and John will solicit people that we think would be good nominees and then two weeks from now let's meet again and and have you select select the authority board.
»So Janine, are you our scribe and person who helps posting and all that other public notice or that's where we're at? So we're covered good then?
»Chief go over.
»No, that's me. So you think in two if we post this for two weeks you'd want to meet again in two weeks to review the applications or you think you think you'll have your selections by then to present
»four people in mind that are currently serving on authority board you know John has been involved with this forever I'm planning on applying myself and we have two or three people on the existing authority board that would be representative of different skills that we would bring. Then we need a couple of new people and we've got our eye on some good people and suggested that they might consider doing this. So could we get a list of who's on the authority board and then as people apply could Janine email us so that we're getting ourselves familiar with them before the two weeks coming to that
»I will see that that you are familiar and we receive those applicants they'll come into and I will if there's someone we don't know I'll try and get
»yeah some resume or something
»you've got some content so you're not coming in cold like what we talked about in the appointment process generally. Um that's why maybe let's go a little longer than two weeks meeting so that I have a time after that ends and I can collect that information and get it.
»Yeah. Okay, cool. That'd be good.
»September.
»Yeah, that sounds great. It would be nice to have a couple days after the last application to possibly come in to review and consider before.
»Sorry, I missed a Did Did Oh, so the application deadline is September one.
»September 11th was what it would be if it was two weeks from
»that's just we're not
»realistic. Two weeks from day would be September 11th.
»Or if we post it on Monday then
»Yeah. the 14th.
»Yeah. which then we can see
»post it today
»today or Monday and then we can meet hypothetically like the 18th which is three weeks from today or later.
»So if we post it on Monday then it will be due on September 14th.
»Correct. We meet on the 18th.
»If we met on the 18th
»18th.
»Yeah. Does that give you enough time, George?
»Does that Does that give you enough time, George? If we do, 14th to the 18th.
»Yeah.
»Okay.
»I'm not going to wait till the day end to send you information to you.
»John, can I ask a question? The composition or the makeup of who owns hangers as in corporations or individuals? Do we know how that goes? or you concerned about type of aircraft
»both
»I mean I don't know enough about aircraft wings tires and an engine so I got that part down
»the makeup of the users has changed significantly the usage may be more indicative of where we're headed. As it is right now, we average four business jets a day coming in from outside of the valley.
»So, if a person wants to build a hanger, what's the qualification? Do they have to be involved in aeronautical or
»Okay. They have to list the type of aircraft that they're going to about 10% of the usage or less than 10% is actually what would be described as hobbyists by far the biggest user is universities training program a report that I got earlier this week that university operates out of three airports price and here they have a thousand students in those three sites. We've got I think 40 university owned aircraft uh at our airport and over six different hangers and they constitute the biggest single usage. The We currently have about a dozen uh turban business aircraft. Some of them are multi multiple plates located in retro space in existing but some are in a summer and they're anxious to get here. That's why we've got such pressure for new hangers. A little more history. The reason the pressures are built is that until five years ago, the FAA funded the construction of taxi lanes, which was the access to individual hangers. Five years ago, policy change and so had to be funded locally. Much of the growth is going to take place on private public partnership development where these potential hanger owners lease space for leis are actually funding their own taxi and that's going to have an interesting effect on the economics of the airport because now instead of $100 a square foot hanger. By the time you add
»asphalt,
»$1,000 a running foot for tax credit. We're now looking at $200 a foot for a hanger. And uh that's we don't know what effect that will have uh particularly on the lower end the corporations that block they've already made the economic decision about aircraft ownership and it was not a trivial part of their annual expense. But uh the hobbyist, they may be relegated primarily to the existing smaller 40 by 40 hangers. So, excuse me. Is USU got a representative on anything of this?
»We just put one on and we're anticipating we'll have an application to join the
»Yes. Okay. because I was thinking of two of them right now, but
»we we anticipate that we will have some of that. We'll have some carryover people. So, we have some people who have a long history of being associated with the authority board. So, we bring that into consideration. We think we'll have a person or two that represent general aviation. We have some people that we think will represent financial capacity. We're going to assemble a good authority. I think you'll be pleased with that to a couple of people and we haven't got their applications yet, but some sophisticated business.
»So, if we got a handle on the fuel depot, who's contracting or who's doing that? Is that still up in the air or where are we at on that? Does that make sense? Who's providing the fuel for the planes and that? Weren't they on a contract before?
»They still are.
»Still are.
»Y
»a pretty nice contract for them, right?
»I'm not familiar with their financial statement, but I am familiar across the state. And yes, fuel is an important factor, but It's not a huge money maker.
»One of the things that we have had to balance with the authority over the past is those who have an agenda versus those who have a legitimate interest in building the airport. We've had people had their own agenda and have actually not supported the goal of the airport because it was counter to their personal agenda. the back to your fuel issue. the real concern and we've looked at this I serve on board from the airport operations and so what's happening in these other airports staffing if the airport were to take over the marketing We would then have to probably hire one more full-time person for maintaining that facility for doing the daily inspections, monitoring inventory. Right now, we're receiving about 20,000 gallons a week in fuel and uh we can't we can't afford to ever run out. And
»is it the fixed based operator who runs the fuel operation?
»Yes.
»What other revenue sources do they have?
»According to our minimum standards for operation on the airport, they had to provide at least seven of 10 FA listed activities. Charters, trading, maintenance, fuel, uh ground handling, overnight storage, tie down storage. I should mention one one more thing that you're going to see shortly and that is our FBO operator is in the process of developing a new very nice modern terminal and that's going to be on top of our ground and he's going to want borrow money to build that and we're going to have to discuss with you the terms of that financing and we want the county to consider doing some of the financing. Talk to Matt about this and I think that so directly involves this sponsor board that we may want to have you all take a look at how the financing going to be set up. Matt can loan that out of his one left pocket, right?
»So, I have I have two questions on that. I I mean, to the extent possible, I'd love to see the the FBO provide or get their own financing from a private lender, but I understand that because of fact that they don't own the land, it's it's very difficult to find financing.
»Not real difficult. It can be done, but it involves us making commitment that if they something goes wrong that the financial institution can take control of the lease which which isn't at that point the FBO guy is gone and and we're faced with dealing with JP Morgan or somebody.
»Sure.
»So I I've talked with you about this Matt. I I think there's there it may make good sense where we have reserve funds at the county to act as a bank in this case because the collateral is our property. And you know, I guess I'll let the cat out of the bag a little bit on this. You and I talked and I said I would have the bank I'm familiar with do a ride up not because they want to do the loan but I'd like the county to see a normal financial ride up done by a financial institution.
»So would there be any kind of uh policy or ordinance of the county doing that with taxpayer money to do a loan? So, it would be an investment and that's what I say it would come back to the county council knowing as to whether it's a good investment or not.
»Gotcha.
»And so what what Matt and I talked about is having them make an application to a local bank and having that bank analyze it in terms of the issues that you would normally
»consider. And then uh providing that information to the sponsor board so that you could then make a decision whether you would make a recommendation to Cash County to do this because it would be your decision. You're going to have a mortgage on your leaseold. But in the case of the mortgage doesn't perform, we're in a real simple position. We control the lease and we would control the as opposed to having a third party involved in the lease. So there's some advantage doing it that way, but I'm not interested in getting into a situation where investment is not at least at what I would call bankable quality.
»Yeah.
»Okay. Interesting things to consider.
»So So what have we done while we're waiting for process. I've had them submit an application to Cash Valley Bank and their loan committee has worked it out. They're not trying to make the loan. They're that's not the purpose. Purpose is to let you see how a bank regards their application. Okay. So, for um somebody who doesn't know much on airports, what is this piece of building? Is it like the tower and the administration part of the airport or what is it they're trying to build? Does that make sense?
»It's a terminal and not a tower, it's a terminal. So terminal which would have a waiting area. Uh in case of this terminal, Utah State has asked that the terminal have an area for visiting teams where they can conduct some What do they do there, John? TSA inspections.
»Oh, so we could put some vendor machines in there and make money, too, selling pots and candy, right?
»So, is this like a commercial terminal or just
»Yes.
»Drink a little Mount TSA?
»Got it. Okay,
»you're going to see a lot of stuff. We've got a lot of things going on at the airport.
»So, there is a TSA out there.
»They have to the charter company has to bring in TSA inspectors.
»Is that for luggage or personnel or everything?
»Everything that goes on the plane
»is that and that would only be for corporation or commercial. It has to do with the number of people on the plane.
»There we go. Because I was wondering how you would identify what goes through TSA.
»Is there a set minimum?
»Uh 29.
»So if they don't want to go through TSA, they bring in 28.
»Yeah.
»So basketball team's fine. It's just the football team.
»Basketball is 28. See,
»basketball got involved in the TSA rules, right?
»Yeah, basketball's like we can only do 28. Sorry.
»We have a set of plans roughly, John.
»That's just a building that doesn't include any value for the land, but the land would be leased land. So, you know, taken together, you're probably talking about a facility that has a street value if you own the land. The proposal includes financial statements from the proposed borrower, financial information, all the sort of stuff you would ask for if you were banking this party. And my intent would be to invite you to come to the loan meeting where all of that material is discussed so that you can ask questions about financial stability and all of those things with no commitment being made by the county. until you you as a sponsor board decide that that should be presented to the county.
»Another dumb question. So, we lease land to a guy who builds a hanger and he owns the hanger, right? So, does the county is it ever going to have it won't own the terminal? So, all we own is the property.
»You own the ground,
»right? The property
»terminal is on and it's lease ground. But we don't own the terminal.
»If the lease ends, you can't take up the terminal.
»No. So it comes back to us. But obviously for 5 million or so, we're talking a pretty good time of mortgage length.
»Yeah. I think think they're planning on putting a million or so down
»down
»and then the balance they would finance probably over a 20year term. The lease would have to match the terminal.
»Yeah.
»So, who would own the terminal?
»That's where I was headed.
»What do we own?
»The FBO would own the terminal.
»Okay.
»Well, yeah.
»They just don't own the ground it's on.
»But they could they could sell the terminal to someone, right? Like they own it. So, is there a revisionary clause in every hanger in every piece of building that's on our lease ground?
»There are no
»Well, so what happens? What happens to allow them to
»I was going to say, so then we have really no control on who our tenants are. It's just
»we have to approve assigned to the lease.
»Okay,
»that's across the board.
»Yeah.
»What happens if a leasey of that owns a hanger goes out of business or
»there there are a number of safeguards in leases.
»Okay.
»Basically, we still control the and enforce their compliance with the rules.
»Okay. It has to be an aviation for aeronautical purpose. Uh we have terminated the lease uh half a dozen times that I've been involved.
»Okay. Because we're using them for inventory instead of an airplane and 90 days to cure terminated.
»And when you terminate that lease, I'm assuming
»you own the building.
»You own the building at that point. sold the building.
»They've sold the building. That's that was my assumption is they probably sell the building before
»before it's essentially taken by the
»purchaser. How does do utilities?
»So if the guy comes in and doesn't we got to have 128 people land there's got to be some
»we're not trying to I was just curious of what happens in that situation if
»provides all the utilities out there. I don't know if it's separate for every single hanger or not.
»It' be interesting to know.
»I'm not sure. John John might know. Say John probably knows the answer based on everything else you answered.
»I was just asking mayor here. So Logan provides utilities. So is there like if we're building a terminal and we've got 128 people, I'm suspecting this person's going to have
»maybe showers and there's going to be a power load,
»showers,
»bathrooms, all of that stuff. So does that cost go up based on the use of utilities or how does that go?
»Yeah, it would go up.
»But does each hanger or each facility have its own meter? We we do have a couple of what's called crew quarters, but it's only designed for
»The new terminal will have showers. We don't have any showers.
»Does each hanger and building out there have its own utility meter?
»Yes.
»Okay. So, they're each privately built for their utilities. Each hanger owner or builder originally has had to go through the city for building permit that whole process we talked about. Sure. That's a meeting coming up with the city is proposing the need for the lift station out that area. When we did their last big expansion to the north working with the city, it was potentially thought we would need a lift station out there because we're the bottom of the bathtub.
»But once they measured our water usage, which is what they measure, it was determined that there's no pump existing.
»They can handle that little handle that small amount of water. And so the city comes by to what would have been the tank for the holding for the lift station. They come by once a quarter.
»It's a lot of work for three months.
»It's a lot of work. Yeah, it's a lot of work.
»We don't have
»water usage at the airport. It's primarily water,
»right?
»I think we need to go do a tour one of these days.
»This is an aerial view at the airport.
»Right.
»Interesting.
»We have a lot coming. We have some new users who are discussing options with us and their major elements that we'll be discussing over the next couple of years. What I would suggest that I just review today look at the Good Morning America visit with Beta Aircraft that just appeared recently. I watched it today on YouTube. Good morning. purchased 150 electric aircraft delivery of them. uh that they have placed an order for 150 aircraft for small interc city package delivery and that company has contracted with us to put a charging station on our airport and the state is funding the cost.
»That brings up a whole new set of questions. How do you charge an individual airplane because it's going to take a while. So is there a line or is there a bank of it? How does that go? Does that make sense?
»A sing they expect 45 minutes for complete charge.
»Is that the one we talked about on council before? The charger.
»That was a car charger.
»Was it?
»If we're going to be making a decision, I guess we all
»Yeah. All of us. We might make it a long meeting.
»Okay. Who brought these guys in? The banker is going to hate all of us sitting in the corner of the room.
»You're only going to come and hear one loan.
»I'll get in touch with you. I'd like to schedule as soon as possible because everything's been delayed in Bullay of getting this agreement signed between Logan and can I just put this thing off and we're a little bit behind getting back to the FBO operator. Am I wrong?
»Next Thursday at 9:00. Would that work for you?
»Yeah. Uh, do we have a US commitment?
»That's two weeks. Two weeks.
»Thursday the 3rd at 9:00 a.m.
»What you're looking
»9:00 next Thursday.
»Yeah. September 3rd.
»I'll give you instructions actually within a construction site where we're conducting our loan meetings. Is that one of many? Is that one of many construction sites? It is.
»Is there not somewhat of a terminal out there?
»Is there not somewhat of a terminal out there now?
»Somewhat of a terminal.
»Is that going to be tore down added on to? What's their thoughts?
»What you're thinking of is the terminal is actually USU dispatch office.
»Okay. Mhm.
»They bought that building from Junior Miller.
»Okay.
»That's what they dispatched their
»should we watch for an email from you, George, with details on that
»on the loan meeting
»from Janine.
»You'll you'll you'll email out details for the third. Okay.
»Back. Let me confirm that with the institution. They told me um yesterday, I guess it was that they were ready. Okay. They had got their underwriting reports back and were ready to have a discussion about it. And I had told them that they're not making the loan, but they've got all the material and they would do an analysis and let you listen to it. I think if they're not willing to make the loan that the FBO operator is going to go to someone who will make the loan.
»Okay. Is there any grants or anything that help on a s a situation like that on a terminal?
»There isn't.
»I'll tell you another war story. One of the questions that I get frequently is when are we going to get scheduled service? Why can't we get the allegiance to fly out of here twice a week. We were negotiating with Allegiance uh at the time they end up going to Aland. We had arranged for GSA done all of the preparatory work and uh and their decision was we're not coming over we're going to instead we were disappointed until we realized that what they did was move their equipment from Long Colorado to Og Long Colorado just completed the $2 million terminal which now 10 years later is still vacant.
»Yuck. So an advantage of having a operator who is willing to fund
»I assume the financial obligation for that facility really is a benefit to the local government.
»I'm assuming this terminal that they're building would be able to support an allegant or a breeze if they wanted to come in at some point.
»Yes. And it has to be pree. All of these people are the ones that carry the football teams.
»They're already flying out,
»right?
»30 times a year.
»Okay.
»And so yes, it it's easily expanded.
»Okay. I'm one of those ones that always complains. I would love to see Breezer Frontier fly.
»Even if they only went one place, I'd jump it sometimes. go to Iowa on vacation because it's not a drive.
»Just to give you an idea, say you get somebody that's going to fly to airport.
»Done that flight with
»twice a year.
»Yeah.
»Or twice a week.
»Mhm.
»You got to have 120 people on that plane twice a week.
»I don't know if we're there yet.
»I don't think we are either, but I think it'll happen at some point. That depends on what week it is.
»Depends on the week and where it's going.
»Charter companies in the last four years.
»Yes, they have.
»For that very reason, they can't sustain.
»No,
»they can't kill the seats.
»We want to go slow. We want to make sure every step we take is having the FTO operator build the terminal on their dime, finance it, put a personal guarantee on it. This is the whole way we intend to develop.
»We would not want to go out there and terminal ourselves and see if it works.
»And and I agree with that. I was just curious if this terminal could support organics. It is the intent of state aeronautics to have air traffic service between Logan and international airport by the time
»I'd heard that be nice.
»So I get in touch with you that next time I invite some prospective members of the authority board to the same meeting.
»I think that's safe, especially with the ones that are already on the authority board.
»I like it.
»Okay.
»All righty. So, next meeting September 18th. Is that what we decided?
»Yeah.
»Same time.
»Sure.
»Okay. And then I guess that's where we're elected chair and vice chair and all that fun stuff.
»Let's get that on the agenda for next time. Yeah.
»Okay. I was planning to go to elect you this time. Well,
»okay.
»I would deserve it for showing up late. So,
»I have a question for you.
»Yeah.
