Okay. Thanks, Alma. I'm thanks everyone for attending the meeting today. We'll go ahead and get it called to order. This is going to be a little more informal meeting. Alma and I could work together on establishing the agenda and and how we would run the meeting, and and so, just kinda by default, I'll be running the meeting today since since we, worked so closely on this. I thought it would be appropriate since we have new member if we could all introduce ourselves, to to to Jim and, kind of where we'll how much time we've had on the on our committee here for for his benefit. And we could start here with Bruce. Well, he just has his mouth closed. We can start here with Joe. I'm good. Yeah. I'll start.

Yeah. Joe Needham. This will just be my third time reviewing with FRAPS tax and just a downtown business guy, and that's what I do. Awesome.

And please bear with me. I'm Jim Atkinson. I live in Avon. Mhmm. And I own my own business. And Nolan called me and that he would like me to do this. So he asked me if I would do. I said, sure. Yeah. We could tell you how much homework it required. Yeah. Have you seen the binders? Have you seen the binders plural? I have now.

So as you can see, we've got lots of experience. I I this is my third year serving on the on the RAPS committee. So you've got lots of experience to to draw on from some of these individuals. I have still learning. So ALMA has prepared a staff report and the just briefly go over, the whole process for the RAPS for us to review.

Okay. So the RAPS and restaurant tax program, it's, two funding sources, but we only have one application that's submitted. The the date that the application is turned in is the first Friday in March, and so that was last Friday, a week ago, on March 6. And I'll talk about how many we we got and how much of a request and all of that. But the the wraps in restaurant well, actually, the, the restaurant tax started in 1992, and it's 1% of the sales tax. And then in November 2002, the RAPS, and RAPS stands for recreation, arts, parks, and zoo. That's one tenth of 1%

eligibility requirements for each of them. And so we present them to you. Finance office kinda device those out so that we make sure that we are are getting the awards out of the correct funding sources. And so you don't have to worry about that. You just get to read all the books. And by the way, I didn't bring the big books. These are the smaller ones. The big books

I didn't I didn't bring those. So if you can you can see up on the screen there that the the RAPS tax can be used for support capital projects and operating expenses for publicly owned or operated recreation or park facilities as well as the zoo here in the valley. The funds can be used for operating costs of private nonprofit organizations and for botanical or cultural organizations. And the the RAPS tax has to be reauthorized every ten years, and it was, done in 2002, 2012, and 2022, and then it will be, reauthorized in another ten years. The restaurant tax started in 1992, and those funds can be used for capital projects or maintenance expenses by publicly owned or operated facilities for tourism promotion, recreation, cultural arts, convention centers, and airports. And then private nonprofit organizations can receive restaurant tax for tours of the whole league. The Eccles Ice Arena does receive some restaurant funds, and we'll talk about that come out in a little bit later. And then the reps tax is divided up. It's kind of on there, and it will make a little more sense on another or on one of the pronounce that I give you in your your packet there. Basically, it's divided into 40% for cultural and botanical, 50% for recreation. And and then of that 50%, 15% goes to each of the 19 municipalities in in the county, based on their population. And then 35% is on the competitive process. And then Zoosop Zooton, the zoo here in the valley, they receive up to 10% of the RAPS tax. So we we received the applications. And after they have submitted their applications and all necessary financial documents, The finance staff, mainly me, goes through, reviews those, checks them for eligibility, and then gets them prepared for you to to review. And then I'll divide them. I'll give you a printout. I didn't bring one of those printouts to give you an example, but it I will divide them up into a information. So this year is the third year that we're reviewing them online. Most of you will review them online. Some will review them with the books, and they'll print those out for you. But as you review them, keep this in mind. How likely are you to recommend the entity to receive the award? Last year, we had one through five. I did add a zero, so you can score them either zero to five, and then the matrix is there. And I'll I'll send this information to you as well. And at any time, if you ever have any questions, please let me know. Let me see what else. And the scores that you give them, we would I I will ask for them about a week before your meeting. They'll hopefully, we'll schedule it. Don't let me forget. Let's schedule that while we're all in the same room. Let's schedule that, meeting where we will come back after you've had time to review the applications. And then at that time, you will have reviewed the applications individually, and then we'll kinda discuss them and decide on a recommendation that you will pass on to the council. That meeting will probably be sometime in April towards the April because the council needs it a week before their council meeting make, changes to the recommendations or approve them by code. They have to approve them by the last council meeting in May. And then after they, are approved, by the council, you're just, making recommendations from this board to the council. The council is the one that that approves the the recommendations. Once they're, recommend or those recommendations are approved, I'll do award letters to each of the entities, and then we have to put it in the the budget. And so the funds will be available sometime in in June or probably closer to July. And then I I keep track of them. And just so you know, and we'll talk a little bit about this a little bit later, once they are awarded so the the awards anybody being awarded the funds this year of 2026 will have until 12/31/2020 So they have about 31 to, do their projects, complete their projects, and to get a reimbursement request. Any questions about that? I know that I I sent these this history and, information to you in an email. But any questions or for those of you who have who have more experience? This is my fifth year helping with this, board. So

Yeah. And I I'm trying to get that, and I think this is the last year that I've been going back and reviewing council minutes and everything. And and I think this year is the last year, but I'll continue to investigate it and we'll have a definite answer by the time if they're not supposed to receive funding this year.

can we see the Yes. Previous. Excellent. You will receive a printout when you get your your book. Even though if you're not if you're reviewing online, you will still receive a book, and you can look at these after the meeting. And we'll talk about what kind of information you would like in the books so that I can make sure I get that to you. But you will receive a printout similar to this. It is the awards that they've received the five previous years. And so it's divided by entity. So you see Amalgae, and you can see that they were funded each of the years. You can see their request and where they were funded from at either restaurant or wraps tax, and so you can see the total. You will have these printouts so that you can look at prior awards. So this is a lot. It's, like, 30 somewhat pages, so there's a lot of lot of information there.

So so those of you who will review them online, I will give you a printout, and I go through after I receive all of the applications. I I number them. It's mostly in alphabetical order. But I'll number them so each application will have a number. And then there is also a number when you review them online. There's also a number assigned by the database. I'll give you that information, the name of it, the project title. Just so you know that this scheme of the title, I asked them to put their NFT first. So in this example, I'm looking at it's a Malga town. And then for last year, their project was, upgrades to playground equipment and putting in a restroom. And so the title that starts out with Amalgatown and then restroom upgrades, playground equipment, just so you know what it is. Then I I give you the requested amount, then I provide a space for you to put in your recommendations. So when you review prior to the board meeting, in April, you can put a suggestion. Then on the application, when you review them online, there is a number of, attached documents. Sometimes they will attach documents. And so I will tell you how many attached documents there are and list them so that you don't miss them. Now, there occasionally will be a w nine that's attached. You don't have to look at that. That's just for finance office. Because once they're awarded, we set up purchase orders for them, and we need a w nine. So I ask for that on the application. And then I provide a a space for you to for notes. Is there any other information as you have you have who have reviewed online? Is there anything else that you would like to have that I could add to this information?

is we put in the number on the software. Right? Right. You put in the ranking on the on there. Number. And then I could either pull it from there or for if you're reviewing on hard copy, I'll ask you to give me those rankings for each application. That way because what we do is there's there's seven of you. You could have a possibility of zero to five, so that would be 35. And then I I accumulate all those scores, add them together. So I can say, I'm gonna I'm gonna in the process and thinking. But then when you come to the meeting in April, you're gonna have a suggestion of how much that amount is, and you're gonna start deciding on where to go from there. And while we're talking about that, I know I talked to a couple of you about this and and you probably need to decide as a board. So, you have the score, and you'll send that to me or I'll get it off of the online review. The other question is, would you be interested in having you submit your suggestion for an amount that they'd be awarded, and then I will average all of those together. And then during the meeting, I put up on the board each of the applications. I could put on a column that says this is their accumulated score of Amalgam 25. And then if you decide if there's something you wanna do, you submit your requested amount. I average them together. And so we would have Amalgam Town. This This is their score of 28, and this is the average suggested of work.

Yeah. I I I like the give and take in the meeting over that. And, also, when I see I like to see other people's scores for the for for how important the application is before I make a final recommendation. You know, I'll I'll jot down some notes as I'm going through and say, yeah, maybe this much for it, but that's but it's not uncommon for me to change my opinion on those things. If I gave it a five and I wanna say fully fund, and then I I see that that that Kathy scored it a one. I that tells me there's something I that I missed that I need to rethink before I Yeah. K. The only Exactly. Way playing devil's advocate on that is we've come to the end, like, last year when there were still projects we wanted to fund, but we'd run out of funds. And so it would be kind of a way to kinda gauge how we were going on our funds as we were reviewing. I think because last year we did have that. We we ran into that obstacle. So

And maybe and this is another thing. Maybe instead of starting alphabetically, maybe we'd start in the middle of the alphabet this year because I do think we tend to be a little more generous towards the beginning. And as you see that go down, if the running total go down, it does influence our disability. Andrew starts with an a.

Catherine, But, Catherine, along those lines, if if if we were open to talking about different orders, the order I would choose is the highest order number That and then work our way down from there. I know that means more jumping around in our books during the course of the meeting, which is which is not a trivial thing giving the mass of the books. But but to me, it would make it so that if if we're getting down to things that average a a 23 or a 24, I I full I I'm thinking of the thing Bruce just said a minute ago that sometimes there is a project that gets lots and lots of fives, but we don't wanna fully fund it. But but I'd rather make that judgment on on on the merits of the project early on if it was highly rated rather than allocating to a 23 or a 22 score project.

I I are you guys open? Yeah. I think that's valid. Would be on the day of flipping, but I do think we would have our higher prioritized projects

what I'm hearing is getting the scores, you'll submit those to me. Don't worry about submitting any amount. You'll discuss that during the meeting. And then the meeting. And then during the meeting, you want to discuss it highest to lowest. Is that what I heard, or did I mishear?

Oh, you're influencing me where and we've got paper cuts all over our hands. We can just say, alright. We're going back to the We'll go back. Yeah. To the the m's and working through and then starting over at the a's. Yeah. The thing I like about that because if we were to now just go from the middle, then it's like, okay.

Starting from z up, or we do an a down, or we're going right in the middle. I like that. And if we just do it on that full merit that we dictate, without knowing it, we've already created the order. Yeah. Mhmm. And and so that makes it so that it's always shaken up, but always more and putting the priorities first. I think it's good. These guys are smart. K. K.

I have too many papers, I think. So this year and maybe this isn't answering your question, but I'll I'll throw this out of. This year, we got 89 applications. And the total request that they are requesting is, just over 7,000,000. Mhmm. And and so the total funds is 5,000,400. A million 7 that needs to be cut. Last year, it was 98 applications, and it was over 8,000,000. And I think we had 5.3 5.1 available 5.1 available last year. So you have a big job. I do wanna make mention just as a matter of information. There's 19 municipalities in the valley. 17 of them submitted applications. There are forty two month profits. And as far as I could determine, there's nine new applicants that have never applied before. So there's there's new ones to consider. And those numbers may change a little bit. I'm still going through and making sure that they are eligible.

a number and if it's not eligible, and I'll let you know and let you know why if they don't meet the criteria. And then but right now, there's there's the 89 applications that you ought to to review. And if there's some that are not eligible, you can decide.

I don't know. Are there any applications of combined organizations that want the repetitive multiyear? Have you had any of that yet?
I don't know. Are there any applications of combined organizations that want the repetitive multiyear? Have you had any of that yet?
There there is I haven't seen, like, a project that they combine. There is not, but there is some cultural, organizations that are at first look, it it looks like they may be kinda combining forces. And so I will look at those a little closer and kinda make a note so that you can look at that. No cities or anything like that? No cities have combined. The syndicate is dead.

It'll come back someday. It's alright. Some of it will actually have some merit of things that get together on it.

K. So Elle and I, as a council, we had spoken about, if they hadn't, used the awards within a specific timeline, we had been pretty lenient, I think, in letting them come and and talk to us. And and as a council, we thought maybe we would bring that discussion back to the board about if we wanted to tighten up on on, that specific requirement. So I thought we would open it up for a brief discussion here. As it stands now, they have thirty six months.

It it's thirty one months. Thirty one months. Thirty one months. Yeah. So it's thirty one months because we award it in May. In May. Yeah. They have until the end Oh. A couple years ago. Yeah. Yeah. And I will I will mention, for you that are on the council, it was Logan City that came forwarded last August, and they requested, an extension on four projects. Just to report back, those four projects were completed by December 31. And and the other thing that they said they would only submit one application, they only got one application this year. And then moving forward, I'm I'm changing and for you that are on the council, the ARPA awards that we've been doing the last few years, I I've taken that report, and I've I'm kinda moving the wraps in restaurant into that kind of format so I can better keep track of each of the projects. And I think if I reviewed right now, nobody is outside of the nobody should be requesting an an extension. There's some that will end the end of this year. But in talking about that, the if I can just summarize kind of the notes so that everybody else has it. So we wanted to clarify the council wants to clarify this in code. Basically, they have thirty one months. So the awards approved in May 2026 have until 12/31/2028 to complete the project and to submit the reimbursement request. All those reimbursement requests come through me. I review them to make sure that they're doing what they said they were gonna do, and and then then it goes through the approval process through through the county. I'm going to add one year. So, like, those that are ending the December this year, I will send out emails and say, hey. Your project, you haven't you've claimed this amount or you haven't claimed any, it expires at the end of the year just so they have that reminder. There is one thing that this application process you've got the applications, and and I will pass this on. So it's on public record. I'm hearing it quite a bit from applicants, and they're saying that the online application is very nice. They like it so much better than doing it by hand. I've gotten a lot of good feedback from that. And some of them have even, well, I need I wanna see my application from last year. They can log in. They can see that. So there that history will be there for them as well as for the county. But another thing that can be done in this, not only sending in the applications, they send in the reimbursement request with all of their attached documentation through the portal, through the same system that they apply, there's also quarterly reports. And I wondered if that was something that you maybe would like to see they could do, you know, quarterly, semiannual, or even closeout report, and and that could be in there. And then there was a question about how many extensions as I listened back to, some of the the comments from previous council meetings is what what kind of extensions and how you want to handle that process of if there if there comes a time when an extension needs to be made and how many times stuff like that.

So, Catherine, do you feel like there's been an abuse of that extension process? No. I think what we're trying to do is just make sure that we have the quality of the applications. It's not just kind of a grab bag, an attempt to just come in a money grab. Right? I think they have a well thought out plan, so they've invested at some time. They might not necessarily money, but some time in their application process. Right? And and so then they have that investment, I think, shows that then they'll follow through, right, with with their project. So Okay.

COVID was was kind of at the onset of a lot of delays. Mhmm. And I know there were a couple cities that you know, just to try to get groups and people in construction doing certain things. What's the difference? Building just in other places, and they just couldn't get the people to come and help. And so we did have that kind of started some of those cities. We're waiting, we're waiting, we're waiting just because there just wasn't the people that everything was so behind. I think we've caught up. I think the economy's caught up a lot more. LAUREN: Yeah. LAUREN: They are been ones that have come through. And They are been ones that have come through and they have had like troubles getting some permitting, working with state or things like that. And so they've come in and said, hey, can we show little bit more. And we've just you know, you work with those, as we draw. I don't think it's ever been an abuse of the intention of the board that any of those have, changed. I think it's been I think we've been real good enough timing. I've always felt, hey, if they're if they've got it going, you know, they've started it. It's in progress. They've sent in some amounts, you know, and then maybe just waiting on something. There's a lot of these towns that do rely on community volunteerism to do these things, to build these things. And sometimes that stretches out, but they're actively they've got a hat done here. They're doing this. They're waiting for another board party. That's what I'm saying. You know, or something like that. You know, and you build for those because they're trying to stretch what dollars they have. And and without that volunteer terrorism, they don't get anything. They don't have the ability, but it's it's there's good morale when you're when a community still comes together on those things. I think we've I don't think there's really been any major use of that, and I think it's been really good. You followed up really well. Mhmm. And, you know, you've given some of the warnings. Hey, I was working on this and this. And, I just think that the you know, like, the COVID thing really hit hit a lot of a lot of people in trying to just keep things organized. It was a big back feel for a while that I think we caught up pretty dang. We were always worried, the ones that we've been worried about that we've said, you know, that oh, you know, that they came in and said this is what they need, and then all sudden, then they went and got their bids. Mhmm. That's You know, and then they they go and now that, oh, we don't have the funds, we're gonna have to try to come and get back and get more a little bit of that prior preparation prevents pitiful, poor performance thing, you know, that some of them needed to do on the front end. And Yeah. But I think overall, we're we've done really well there. To me, I think it's one of the this is the tax that I think that has just done amazing things. So

Yeah. And and people, when I talk to them, or they to both submit their reimbursement request, they're always saying how grateful they are for the funds that they've been able to to do whatever project that they were able to with these funds. Maybe that's something that you could consider and suggest to the to the council is instructions are sent to them. Maybe we could put a little thing in there. You know, if you're gonna do a construction project, make sure that you if it's shovel ready, that it's, you know, submit bids with your application or something like that. Maybe we could could ask them to do that as they submit their applications.

I think as a reviewer, I see that they've made a little more investment in the project too, and it it make it favors it it favors their project, you know, higher higher for me too. So I don't think that that's bad verbiage to include with the instructions.

It's costing 250,000. We're coming up with 110,000 Mhmm. Asking for the rest. You could see it. And they have been you know, an invested amount that they're at there. They're they're wanting to actually Documentation to prove that too. I think that's huge.

I'm I'm just grateful that the council handles those requests, manages that, and that this that the council handles those requests and manages that and that this body doesn't have to. So thank you, counsel, for for doing that. The other thing, you you know, along the same lines as you guys were talking about there, when I see an applicant who's put has a a track record of putting in for projects, executing on time, under budget, and getting things done and producing what they said they would produce, that makes me feel more likely to invest in them for a subsequent project. Right. If we get something back and it's been two year a a a new application and they've got a whole bunch of projects that have been lingering out there for two years and they're not done yet, I'm more likely to to say, hey. Maybe we should scale down a little bit the what the new projects we're putting into the pipeline so you can get stuff out of the pipeline. Mhmm. And and I I don't think that requires a change in the way we approach what we tell applicants so much as if we're reviewing for it when we're reviewing applications, then we can help manage help them manage their work but if yeah. If they've got a backlog of projects, they're not done. There's a bunch of money sitting on the table. I'm gonna be less likely to vote in favor of a new project for them.

So in in preparing, for this meeting, this meeting was kind of spurred on by executive Danes. Executive things. He got looking at the code and realized that it is not a function of the executive office. And in fact, in the state code, it it says that this this particular board should be seven members, and it mentions that it should be under the direction of the council. So within the last just a little over a week, the county attorney made a he wrote a memo, said that this is the direction that you need to go. So, again, this is a function now and should have been a function of the council. They are the ones to appoint members of the board and oversee all of that. And so because of that, it's now instead of an eight member board, it's a seven member board, which goes along with state code, and then it's under the direction of the council.

There was a resolution, presented, and I think I may have shared that with you in an email kind of explaining why. And and, hopefully, that answers your question why the executive deans is not on the board.

We we really do appreciate I mean, this this has been an education for me to see this process. I was never familiar with it five years ago and to see the process. And and I I want to say thank you, and I'm saying thank you for a lot of reasons. Mainly, I know that it takes a lot of effort, a lot of time to vet these, to review these. It takes me a lot of time to get them prepared and ready for you. I will mention that last year, and I apologize for this last year, you you got access to the online database on April 2. And April 3, the books were ready to be picked up. My goal is to give you more time this year, to do that hopefully next week. I Before conference. Before conference. I will I will try my best. Okay.

I I'm I'm I've used some of the other financial, staff in the past, and I've I'm working on some ways to be able to speed the process up to prepare these books for you to get them out. But I do want to say thank you, especially those of you who have served for a number of years since, you know, a long time ago. It it's it's great. So thank you. Thank you. And that's why we we provided a lunch. We will do a lunch at the other meeting just to say things because you are, at this point, uncompensated. But I really enjoy in fact, I've had former board members come back and say they miss it, but I not really. So thank you. Well, thank you. Thank you. Yeah. You do a thorough job. Yes. Thank you. Emma, you're very helpful with any questions. I'm already thinking of ways to improve, for next year to speed up the process for not only the applicants, but our staff as well as as you as a board. So and your term is only until the end of the year. So you're gonna have to be reappointed each year.
