I want I want to talk about the Declaration of Independence and where we are celebrating the hundred and fiftieth sign signing that next next year. But I I want to talk about the signer a little bit little bit. In June 1777, this committee was commissioned to draft to draft declaration of independence. This committee, committee, consisted of Thomas Jefferson, John Adams, Benjamin Franklin, Roger, Roger, Robert, Louis, Winston. The draft draft was made by Jefferson and after verbal alterations by doctor Franklin and mister Adams. It was it was a dependent on the June 28. On the July 1, nine states voted for independence. On the July 4, the 13th United Colonies declared themselves free independent states. John John Hong, the president of congress, was the only one who signed a date. It was a release to the world where only his signature, but on but on second, summit, summit, summit, summit, six, six, all but one of the six signers signers, their pens, parch parchment. Always glad to see you, Ryan. Well, it's good to good to hear to thank you for giving me a few minutes of your your meeting. Your meeting. I'm a cash value cash value. Logan, so it's all good to be. That's why I'm also I'm smiling, especially when he come in when he come in the palace like Cole like so. So Yeah. So so I'm really excited to be here two years ago when we came to the council. It was under part of your circumstances. We issued a report detailing some very serious violations, election law procedures. We did a four to twenty twenty three municipal election. We couldn't find anything that deemed those elections invalid. But we did find procedural issues of issues of crime. So in that in that report, we were pretty blunt. We couldn't have been any more. I think we ended up with thirty one thirty one recommendations there. It honestly it honestly seven days. So so Much much different Now for this election, I spent four days up here at different times at times at the ballot center, visiting with staff through the for the reissue two years ago through each and every item item from that report. And we wanted to we wanted to give ourselves the implementation of that. So we saved that report. I don't know. I'm going through one of those recommendations, but it's in the it's in the record record. I did public public can go through and read that. But I am happy for that they have they have met or exceeded every single recommendation in that report. That gives a lot of credit to Bryce and the Sysberg. And I think Bryce would recognize this business, but more importantly to the staff and those kinds of things. Occur. Occur. You know, there's kind of there's kind of two ways to react react and they react the appropriate way and they really did an, I think, a, like, an honorable job job improving election elections. I think all of us got to have a lot of confidence in the process. Process is not how that's done. So I'd like to read the letter from the governor. The county. In December 23, prior to your taking your taking office, my staff conducted a review of Cash County and commitment to your overall thoughts and responsibility to administer elections in Cache County. During the twenty twenty five twenty five election, members of my staff today's in caching cash during the interview process, their elections, their review process processes, and how the recommendations have been implemented. I am pleased to write that they will verify verify every recommendation made a report and have been implemented. Their findings are detailed and attached to We encourage you to continue to find convenient processes in the spirit of continuous improvement. Based upon our observations, our observations have included suggestions that will support this continued continued process. With this all, the foundation now encourages you to remain diligent and looking for new ways to strengthen cash counter elections and upholding your financials and upholding your financials and upholding your financials and secure. We have been working working each and each department, going I don't make any decision that you will make will make. This this sheet kind of Bear in mind mind, the property tax tax is is historic, historic prime prime under our general general fund. At this point, our sales tax is a little larger than our property across the board or cost them living, living, which which frankly, definitely does research out. In this case, with what we've you're going to have to increase that. We used the year 09/00/9019. In Paris. Point. There there is 26% inflation

inflation in 2019.

Our population increased increase to eleven eleven and a half percent. If you combine nine, though, that that factor increase in about about 40 and a half percent, we would expect to see to see. That would be increased cost off off. That would just be pays. So some increase to back to back. We we the result of our meeting part part of the text, we've been able to to competitively come up from a record of negotiations that would reduce budget budget by by 2,000,000 million $867,904 dollars. Those are both earned all dollars. And those cuts will get us again. 7,600,000.0. But the 2.877 is a good start. Let me just let me just change that. These cuts cuts are are agreement agreement department are led by ads and office. I mean, we have worked together and reduced the standard. In some cases, we're talking about reduction done for force and personnel. We haven't haven't done any further for it. We haven't just penciled those in, but but we will we'll have reduction done for for us by this budget. How many many again determined by the county council? I want I want to hear the part of the department's effort they assets and the mill railroad levy that you place on. That's the best percentage of the value that you pay. People have have the money having time to balance the mill levy, which is different. We don't we don't read the fact that you're paying more income tax tax when your income goes, we don't regard that as as increased income income tax. If you're paying the same percent, you have more income. We don't regard paying more tax. We also also don't take the sales tax tax went up because you bought more goods. The rate rate is the same. But we've cut it up less to the ground. Property taxes in an in an taxation. But if if we raise more revenue because our property is more valuable or because we have new growth that we have we have increased revenue growth. We have to go through a group of taxation here, which is which is is is an odd, odd way to handle handle it. That is the rate rate is the same. And you would still still have to have a tax action But but we're gonna talk about that. Citizens. Let me just mention that. Determine value. He's charged with making value the mill that we use was six six seven eight. Using the same fraction, our mill that we use now is $4.01 y $5.08. That's a that's a 3030% reduction of mill that we use. Years. So while property while Europe Europe, dollars are in and your population increase leasing. You three years years mill levy by 30 to our citizens as we approach the budget budget, cut the budget, cut its fancier, and we're gonna try and try and make revenue keep track of growing growing incidences. So this this is the RDR as of as of this day. Alright? This is the debit. 7,600,000.0. Our proposed cost savings that we we're going to about them.

property property tax increase would give us another another 770,000.00. We have we've gone back to our sales sales forecast and the judge did that. That's a men's and car car. So we've taken their sales sales tax. Before Matt, Matt was predicted in more service early. I don't wipe deficit. So to holding her levy Even even. If we do that that, we'll generate a $3,000,000 per year to year in property tax. And you would be paying the same tax rate on your property. We did that.
